Full Job Description

Position Summary

The Operations Supervisor / Chief Plant Operator serves as the designated Operator-in-Responsible-Charge (ORC) for the City of Hawthorne potable water system and is responsible for the overall operation, maintenance, regulatory compliance, water quality, staffing, budgeting, and performance of the City's production, treatment, storage, and distribution facilities.

This position provides direct leadership and oversight of all operational personnel and contractors and is responsible for ensuring the reliable delivery of safe drinking water, maintaining regulatory compliance, supporting capital improvement projects, and serving as the primary operational representative for WaterWorkforce and the City of Hawthorne.

Key Responsibilities

Operations Leadership

Direct and coordinate daily activities of production, treatment, and distribution personnel.

Provide leadership and technical guidance to operational staff.

Establish operational priorities and work assignments.

Coordinate staffing schedules, standby assignments, and emergency response coverage.

Monitor operational performance and implement continuous improvement initiatives.

Promote company operating standards and safety culture.

Production & Treatment Operations

Oversee operation of groundwater wells, treatment facilities, booster stations, reservoirs, and pressure zones.

Review production reports, operational logs, and SCADA system performance.

Ensure proper treatment process control and water quality performance.

Coordinate preventative maintenance and repairs for production and treatment facilities.

Support optimization of treatment processes and system performance.

Review laboratory reports and water quality monitoring results.

Distribution System Operations

Oversee:

Water main repairs

o Service installations

o Meter installations and replacements

o Valve maintenance programs

o Hydrant maintenance programs

o Leak detection and water loss reduction programs

o Emergency repairs and service restoration

Ensure proper disinfection, testing, and restoration procedures.

Review completed work orders, field reports, and maintenance documentation.

Coordinate distribution system maintenance and construction activities.

Regulatory Compliance & Water Quality

Serve as the designated Chief Plant Operator (CPO).

Ensure compliance with California Title 22 Drinking Water Regulations.

Ensure compliance with DDW monitoring, reporting, and recordkeeping requirements.

Coordinate regulatory inspections, audits, and agency communications.

Review and approve operational records and compliance documentation.

Oversee water quality monitoring programs and regulatory sampling schedules.

Support Consumer Confidence Report (CCR) preparation and regulatory reporting.

Contractor & Capital Project Coordination

Coordinate activities of contractors, consultants, and vendors.

Support planning and implementation of capital improvement projects.

Review contractor performance and project progress.

Coordinate operational support during construction activities.

Assist with asset management and infrastructure replacement planning.

Emergency Response

Direct response to water quality incidents, outages, facility failures, and distribution emergencies.

Make operational decisions during emergency situations.

Coordinate emergency response personnel and resources.

Ensure timely restoration of service and regulatory notification requirements.

Maintain emergency preparedness and response procedures.

Training & Development

Mentor and develop operational personnel.

Assist employees with certification advancement planning.

Conduct training and performance evaluations.

Promote leadership development and succession planning.

Maintain a safe and productive work environment.

Required Qualifications

California Water Distribution Operator Grade D3 Certification.

California Water Treatment Operator Grade T3 Certification.

Minimum seven (7) years of progressively responsible water utility operations experience.

Minimum three (3) years of supervisory or lead operator experience.

Experience operating municipal production, treatment, and distribution systems.

Experience with regulatory compliance and DDW reporting requirements.

Experience with SCADA systems and operational reporting.

Valid California Driver License.

Preferred Qualifications

California Water Distribution Operator Grade D4 or higher.

California Water Treatment Operator Grade T4 or higher.

Cross Connection Control Specialist Certification.

Class A CDL.

Experience managing municipal contracts.

Experience with budgeting, capital planning, and asset management.

Pay: $58.00 - $78.00 per hour
