Full Job Description

Title: Payroll Supervisor

Department: Finance

Reports to: Manager of Payroll and Payroll Information Systems

Classification: Special Staff – Level 13

Exempt Status: Exempt

Job Summary:

The Payroll Supervisor ensures the accurate and compliant operation of the district’s payroll department. This role provides leadership, training, and oversight to payroll operations; ensures adherence to federal, state, and district regulations; maintains secure and accessible payroll records; and drives continuous improvement in payroll operations, systems, and customer service.

Duties and Responsibilities

● Assist the Manager of Payroll and Payroll Information Systems with recruiting, training, and onboarding payroll staff.

● Supervise and support payroll specialists by assigning work, monitoring performance, and ensuring payroll processing and high-level customer service standards are met.

● Assist in providing ongoing guidance and training to payroll team members to promote accuracy, efficiency, and internal controls in accordance with local, state and federal regulations.

● Collaborate with Human Resources, school sites, and other district departments to resolve payroll issues for employees and/or groups

● Serve as the lead payroll administrator in the absence of the Manager of Payroll and Payroll Information Systems, with support from the Controller.

● Under the direction of the Manager of Payroll and Payroll Information Systems, coordinate the preparation and processing of all semi-monthly and bi-weekly payrolls for all employee groups in accordance with collecting bargaining contracts or benefit provisions, including paycheck and direct deposit distribution.

● Ensure all payroll inputs, approvals, reports, and payments are submitted accurately and on schedule for each payroll run.

● Lead payroll specialists in processing payroll transactions for assigned employee groups, including personnel change notices, leaves of absence, and accounting adjustments.

● As directed, review payroll data, reconcile account balances, identify discrepancies, and coordinate corrective actions and journal entries as needed.

● Facilitate responses to payroll-related inquiries from employees, supervisors, administrators, and external agencies in a professional and timely manner.

● Assist with payroll tax administration, including tax remittances, federal/state/local reporting, and preparation of W-2 forms.

● Support the accurate calculation and remittance of 403(b) and 457(b) contributions and deductions.

● Assist with the maintenance and administration of the district’s payroll and timekeeping systems, including updates, troubleshooting, and user support.

● Support ongoing evaluation and improvement of payroll processes, systems, and internal controls to enhance efficiency and accuracy.

● Perform other duties of a comparable level or type, as required

Education & Experience

● Four-year college degree preferred of any combination of applicable experience and education

● 3-5 years of experience working with an automated payroll system and payroll department; equivalent combinations of education and experience may be considered.

● School district payroll or accounting experience preferred.

Knowledge, Skills & Abilities

● Proficient working with a culturally, ethnically, racially and socioeconomically diverse school community

● Advanced proficiency with spreadsheets, databases, Microsoft Office Suite, and Google applications.

● Knowledge of payroll principles, financial recordkeeping, and reporting requirements.

● Up-to-date understanding of federal/state payroll laws, rules, and regulations.

● Ability to apply independent judgment to verify accuracy and reasonableness of payroll data.

● Ability to communicate payroll concepts across all levels of the organization.

● Knowledge of automated and integrated Payroll, HR, and Absence Management systems.

● Strong team orientation and customer service mindset.

● Excellent oral and written communication skills.

● Ability to manage multiple priorities and work assignments from various sources.

● Ability to maintain confidentiality and handle sensitive information professionally.

● Strong organizational skills, attention to detail, and problem-solving abilities.

● Ability to work collaboratively and maintain positive working relationships.

Physical Demands

● Position involves listening, speaking clearly and visual acuity

● Position involves extended periods of sitting while working with computers

● Position requires frequent use of computers and other technology equipment, involving repetitive hand and wrist motions

● Position involves occasional lifting up to 10 pounds of office supplies or mail Work Environment

● Normal office conditions

● Position may travel between buildings as needed
