Full Job Description

Overview

I-CARE, Inc., a nonprofit Community Action Agency, is seeking a detail-oriented and dependable Accounting Technician to join our Finance Department. The Accounting Technician is responsible for supporting the Agency's daily financial operations by assisting with accounts payable, vendor management, account reconciliations, financial recordkeeping, and ensuring compliance with GAAP, federal grant requirements, and Agency financial policies. The ideal Accounting Technician is organized, maintains confidentiality, and enjoys working in a collaborative, mission-driven environment. QUALIFICATIONS:

Minimum:

Associate Degree in Accounting (or related field) or equivalent combination of education/experience; experience working with accounts payable, cost allocations and; and a working knowledge of Microsoft Word and Excel. Must be a team player, have a valid NC driver’s license and reliable transportation.

Preferred :

Bachelor’s Degree in Accounting (or related field) At least 1 year experience working in fund accounting

DUTIES & RESPONSIBILITIES:

1. Accounts Payable & Vendor Management

The Accounting Technician is responsible for processing vendor payments accurately and timely while maintaining complete documentation and compliance with Agency procurement policies.

Match invoices and receipts to approved Purchase Orders (POs) daily.
Maintain vendor and contractor files, including establishing new vendor files and updating existing records.
Verify vendor eligibility annually through SAM.gov to ensure vendors are not suspended or debarred from receiving federal funds.
Reconcile vendor statements and resolve discrepancies promptly.
Prepare Accounts Payable documentation and attach supporting invoices, purchase orders, and check vouchers.
Ensure all paid invoices are stamped "PAID" with the payment date.
Prepare payment packets for Executive Director signature.
Assist with the preparation, reconciliation, printing, and distribution of Forms 1099 and 1096.

2. General Ledger & Financial Accounting

The Accounting Technician assists in maintaining accurate financial records and supporting the Agency's accounting operations.

Record deposits and disbursements to the General Ledger as directed by the Finance Director.
Assist with the management of Accounts Receivable.
Maintain payment remittance documentation and deposit records within applicable grant files.
Complete the Accounts Payable process, including cost allocations, in accordance with Agency Financial Policies.
Notify the Finance Director of any discrepancies requiring adjusting journal entries.
Reconcile employee payroll deductions to the General Ledger following each payroll cycle.

3. Procurement & Financial Compliance

The Accounting Technician ensures purchasing activities comply with Agency policies and applicable federal regulations.

Review requisitions to ensure procurement policies and procedures have been followed.
Verify that all required approvals and supporting documentation are included prior to payment processing.
Maintain procurement documentation in accordance with grant and record retention requirements.

4. Banking & Cash Management

The Accounting Technician supports the Agency's cash management functions.

Prepare and deliver bank deposits as needed.
Obtain required signatures on financial documents.
Maintain supporting documentation for deposits and cash transactions.

5. Records Management & Documentation

The Accounting Technician maintains organized financial records to support operational efficiency, audits, and regulatory compliance.

Adhere to all Agency record retention requirements.
Prepare financial correspondence related to assigned duties.
Maintain written procedures documenting the performance of assigned job functions.
Ensure financial files are organized, complete, and audit ready.

6. Audit & Monitoring Support

The Accounting Technician assists with financial reviews conducted by auditors, grantors, and monitoring agencies.

Prepare requested documentation for audits and monitoring visits.
Assist internal and external auditors with financial records and supporting documentation.
Ensure grant financial files remain complete and compliant.

6. Administrative Support

The Accounting Technician provides administrative assistance to support Finance Department operations.

Pick up and deliver Agency mail during the absence of the Program/Front Desk Assistant.
Date stamp, distribute, and process incoming and outgoing mail as appropriate.
Issue Agency credit cards to authorized staff after verifying approved requisitions and purchase orders are on file.
Assist with other administrative functions necessary to support Finance operations.

7. Compliance & Professional Responsibilities

The Accounting Technician is expected to maintain the highest level of integrity, confidentiality, and professionalism while supporting the Agency's financial operations.

Maintain confidentiality of financial, employee, and vendor information.
Demonstrate knowledge of Agency Financial Policies and Procedures.
Keep the Finance Director informed of financial concerns, discrepancies, or operational issues.
Support internal controls designed to safeguard Agency assets.
Comply with all federal, state, local, and Agency financial regulations.
Perform other duties as assigned by the Finance Director consistent with the needs of the Agency.
