Chief Communications Officer Brochure

POSITION SUMMARY

The Chief Communications Officer is responsible for creating and implementing communications vision and strategies on behalf of the Illinois Judicial Branch. This role is responsible for building and enhancing public understanding and awareness of the Illinois court system through ongoing engagement with news reporters, editors, public policy groups, and the general public. The position operates with significant independence in accordance with rules, policies, and direction from the Illinois Supreme Court and the Administrative Director of the Administrative Office of the Illinois Courts (AOIC). The Chief Communications Officer reviews judicial branch events and programs to determine effective communication methods and media strategies and maintains regular communication with judicial branch officers and employees, media representatives, and community officials. The role also supervises staff within the Office of Communications and Public Information and reports directly to the Chief Justice of the Illinois Supreme Court and the Director of the Administrative Office of the Illinois Courts.

CANDIDATE QUALIFICATIONS

This position requires a bachelor’s degree in journalism, public relations, communications, or a related field, along with a minimum of ten years of professional experience in public information, education, or media relations in a public or private agency, as well as at least seven years of supervisory experience. A post-graduate degree in public information, education, media relations, or a juris doctor is highly preferred. Familiarity with the structure, programs, policies, services, and operations of the Illinois judicial branch is also preferred.

The ideal candidate will possess extensive knowledge of effective methods and techniques for disseminating information to the public and media, including the use of social media and emerging communication technologies. They must demonstrate strong written and oral communication skills, with the ability to compose, prepare, and edit comprehensive informational materials under tight deadlines. The candidate must be able to interpret and explain judicial branch policies, services, rules, and regulations to the public in a clear and engaging manner, while also developing and directing comprehensive public information programs.

Strong organizational, interpersonal, and leadership skills are essential, along with the ability to exercise independent judgment within established policies and procedures. The role requires knowledge of supervisory principles and practices, as well as the ability to build and maintain effective relationships with media representatives, government officials, and community organizations. Familiarity with or participation in the Conference of Court Public Information Officers (CCPIO) is preferred. The candidate must also possess a valid Illinois driver’s license, provide proof of automobile insurance for use of a personal vehicle on state business, and maintain a safe driving record.

PHYSICAL REQUIREMENTS

This position requires the ability to sit for extended periods of time while performing office-based duties in a professional environment that includes the use of multiple technologies and communication systems. The role also requires the ability to travel frequently, primarily within the state of Illinois.
