Company Overview
Toward Independence, Inc. (TI) is a nonprofit organization dedicated to providing comprehensive services and support programs for individuals with developmental disabilities. Our mission is to empower individuals to lead fulfilling lives through person-centered supports that promote community integration and personal growth.

Job Summary
The Director of Services is responsible for providing leadership, supervision, coordination, and oversight for Toward Independence’s client service delivery departments. This position oversees Program Directors and the Director of Nursing to ensure that services are person-centered, mission-oriented, compliant with all rules, laws, and regulations, fiscally responsible, and consistent across service areas.

The Director of Services serves as the primary leadership bridge between the Chief Executive Officer and program/nursing leadership. This position provides direct support, coaching, training, direction, and problem-solving for Program Directors and nursing leadership, while ensuring that day-to-day service operations, client/family/county board concerns, staffing-related service issues, regulatory expectations, and cross-department service needs are addressed in a timely and consistent manner.

ESSENTIAL FUNCTIONS

Ensures high-quality person-centered service delivery

Provides complete oversight of client delivery services, including residential, day programming, transportation, remote supports, group employment, and both ICF and waiver-funded Medicaid services.
Ensures the Director of Nursing provides appropriate clinical oversight, nursing consultation, health-related training, and medication administration oversight.

Provides leadership and support to service areas

Provides direct support, supervision, training, and oversight to Program Directors and the Director of Nursing
Conducts regular individual and group meetings and communication to review service quality, employee concerns, compliance issues, client needs, financial/utilization concerns, and progress toward departmental and agency goals
Promotes a culture of trust, accountability, communication, and shared problem- solving.

Provides operational oversight, consistency, and accountability

Ensures consistent implementation of agency policies, procedures, regulatory expectations, document standards, and service practices across all service areas.
Monitors and implements internal audits, plans of correction, and preparation and participation in internal, county board, Medicaid, ODH, and DoDD regulatory reviews
Serves as a representative for CEO and agency as assigned for service-level concerns, relationships, meetings, and reviews with County Boards, SSAs, families, guardians, advocates, and other external stakeholders.

Ensures compliance with applicable rules, regulations, and standards

Maintains working knowledge of applicable DODD, ODH, ODM, CMS, Medicaid, HCBS waiver, ICF/IID, Licensure, Life Safety, County Board, and other regulatory requirements affecting assigned service areas.
Works closely with the Quality Assurance/Quality Improvement department to monitor compliance trends, plans of correction, regulatory reviews, internal audits, incident trends, and risk exposure.

Supports program and service financial responsibility

Works with the Finance Director and CEO to monitor service-related financial performance, utilization, staffing needs, expenses, and program sustainability.
Participates in senior leadership and strategic planning
Assists the CEO in implementing agency and departmental goals and strategic initiatives

Qualifications

Bachelor’s degree in Business Administration, Rehabilitation, Special Education, Social Work, Developmental Disabilities, Nursing, Human Services, Healthcare Administration, Public Administration, or a closely related field preferred.
Minimum of ten years of progressive leadership experience in developmental disabilities, human services, healthcare, residential services, ICF/IID, HCBS waiver services, or a related field.
Demonstrated experience supervising managers, directors, or multi-site service operations.
Strong Working knowledge of DODD, ODH, ODM, CMS, Medicaid, HCBS waiver, ICF/IID, Licensure, Life Safety, County Board, and related service-delivery regulations.
Demonstrated ability to exercise discretion, independent judgment, sound decision-making, and confidentiality.
Ability to establish and maintain effective working relationships with individuals served, families, guardians, county boards, regulatory entities, employees, management staff, board members, and community partners.
Must complete and maintain all required training, certifications, and continuing education as assigned.

Unusual Conditions

Must be able to demonstrate flexibility by working evenings, weekends, or extended hours as needed. May be required to respond to urgent service concerns, emergencies, regulatory matters, staffing concerns, family/guardian issues, or other high-priority situations outside normal business hours. Will be exposed to emotionally complex situations involving individuals served, families, guardians, employees, and outside stakeholders.

Pay: $95,000.00 per year
