Full Job Description

JOB DEFINITION
Under general direction, plans, schedules, assigns, and reviews the work of staff assigned to the Westminster Family Resource Center (WFRC); performs a variety of administrative functions including coordinating service providers, day-to-day operation of the Center, and oversees operations and procedures of the Community Collaborative group; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Community Services Director. Exercises direct and general supervision over technical and clerical staff.

CLASS CHARACTERISTICS
This is a full supervisory classification over the Family Resource Center function. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of center staff; development and scheduling of programs, activities, and services; coordinating service providers, day-to-day operations of the Center, and overseeing the Community Collaborative Group. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Community Services Director in that the latter has overall responsibility for all functions of the department and for developing, implementing, and interpreting public policy. This classification is assigned to a County of Orange grant-funded program operated by the City of Westminster as the lead agency. Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Plans, organizes, assigns, supervises, and reviews the work of Family Resource Center staff.
Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs and policies.
Participates in the development and administration of department budget.
Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, projects, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Director.
Selects, trains, motivates, and evaluates assigned staff; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures.
Communicates with funded and community partners and County personnel to support WFRC operations.
Compiles statistical and financial data for various reports; makes recommendations on how to resolve problems and improve efficiency.
Assists in the preparation of grants and contracts.
Conducts long-range planning studies, gathers data, makes recommendations, and prepares reports.
Communicates with staff and clients and performs case management and follow-up for clients requiring ongoing assistance from the FRC.
Plans and schedules programs, classes and activities; creates and submits monthly activity calendar.
Purchases items and supplies, tracks and monitors expenditures, prepares monthly invoices, and generates budget modifications.
Plans and facilitates monthly partner meetings, prepares agenda, meeting notes, and discussion topics.
Participates in various collaboratives and committees; attends community events to promote WFRC services; initiates outreach to new partners and service providers; acts as liaison with community and civic groups.
Answers public inquiries regarding services, procedures, operations, and regulations.
Performs other duties as assigned.

SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
