Oracle Cloud Infrastructure is scaling rapidly to meet global cloud and AI capacity demand. The Datacenter Design organization is expanding its technical program management leadership to improve the speed, consistency, and predictability of data hall design delivery across Oracle’s global datacenter portfolio.
We are seeking an experienced Director, Technical Program Management – Data Hall Design to lead the TPM function responsible for execution governance, delivery cadence, cross-functional alignment, risk management, and portfolio visibility across global Data Hall Design programs.
Data Hall Design includes the physical infrastructure design workstreams required to prepare data halls for scalable OCI deployment, including structured cabling, fiber infrastructure, low-voltage systems, physical networking dependencies, construction handoffs, colocation fit-out milestones, and implementation readiness.
This leader will manage and develop a team of Technical Program Managers who drive complex, multi-region programs across the data hall design delivery lifecycle. The role requires strong infrastructure program leadership, technical judgment, operational discipline, executive communication, and the ability to create structure in ambiguous, high-growth environments.
The Director will partner closely with Datacenter Design Engineering, Physical Networking, Infrastructure Delivery, Construction, Colocation, Capacity Planning, Supply Chain, Datacenter Operations, vendor partners, and tooling/automation teams to help Oracle deliver standardized, scalable, high-quality data hall design deliverables on time.
Program Leadership and Governance
- Lead the Technical Program Management function for the global Data Hall Design portfolio, including governance, delivery cadence, portfolio reviews, escalation mechanisms, KPI reporting, and executive status updates.
- Translate OCI capacity growth priorities into clear roadmaps, workstreams, owners, milestones, risks, dependencies, and measurable outcomes.
Ensure program plans, schedules, blocker status, decision records, and executive communications are accurate, visible, and actively managed.

Data Hall Design Delivery
- Drive program execution across data hall design workstreams, including structured cabling, fiber infrastructure, low-voltage systems, physical networking dependencies, construction handoffs, colocation readiness, and operational handoff milestones.
- Partner with design engineering leaders to ensure design deliverables support scalability, performance, cost, deployment speed, operational readiness, and adherence to Oracle global design standards.
Identify and resolve blockers that could impact design release dates, construction execution, network readiness, vendor delivery, colocation fit-out, or OCI capacity availability.

Process Excellence and Standardization
- Build scalable program management mechanisms that improve schedule predictability, design package readiness, blocker resolution, change management, handoff quality, and portfolio visibility.
- Partner with design engineering, tooling, automation, and data/reporting teams to improve workflow visibility, reporting accuracy, and execution accountability.
Drive adoption of standardized design processes, templates, review cadences, handoff checklists, exception tracking, and lessons-learned mechanisms across regions.

Cross-Functional Stakeholder Engagement
- Serve as a key program leadership interface between Data Hall Design and partner teams across Physical Networking, Construction, Colocation, Capacity Planning, Supply Chain, Datacenter Operations, Infrastructure Delivery, vendors, and automation.
- Align teams around clear goals, owners, timelines, trade-offs, escalation paths, and decision points.
Present concise program updates, risk assessments, mitigation plans, and decision recommendations to senior leadership.

Team Leadership
- Hire, lead, coach, and develop a team of Technical Program Managers supporting global Data Hall Design programs.
- Set clear expectations for ownership, execution quality, executive communication, escalation discipline, risk management, and stakeholder engagement.
Build a culture of operational excellence, transparency, continuous improvement, teamwork, and customer-focused execution.

Minimum Qualifications
- 10+ years experience in Technical Program Management, Infrastructure Program Management, Datacenter Delivery, Engineering Operations, Cloud Infrastructure, or a related field.
- 5+ years Experience leading, managing, or developing program management teams.
- Proven experience delivering large-scale, cross-functional infrastructure programs in cloud infrastructure, hyperscale datacenters, physical networking, colocation, telecommunications, construction, or mission-critical facilities.
- Strong understanding of infrastructure delivery lifecycles, including design, construction, colocation readiness, networking dependencies, implementation readiness, operational readiness, and handoff to delivery or operations teams.
- Experience building program operating models, governance frameworks, delivery cadences, executive reporting mechanisms, escalation processes, dashboards, and KPI-based performance management systems.
- Demonstrated ability to manage ambiguity, assess risk, evaluate trade-offs, prioritize competing demands, and drive decisions across engineering, construction, operations, supply chain, vendor, and business stakeholders.
- Exceptional written and verbal communication skills, including experience presenting to senior executives and driving alignment across technical and business teams.
Bachelor’s degree in Engineering, Construction Management, Business Administration, Project Management, Computer Science, Information Systems, or a related technical or quantitative field, or equivalent practical experience.

Preferred Qualifications
- Experience with hyperscale cloud infrastructure, global datacenter delivery, data hall design, physical networking, structured cabling, fiber infrastructure, low-voltage systems, or colocation delivery.
- Familiarity with datacenter design workflows, design documentation, construction handoffs, operational readiness processes, and tools such as AutoCAD, Revit/BIM, or equivalent systems.
- Experience using program management platforms, workflow tools, dashboarding, reporting, data analysis, or automation tools to improve portfolio visibility and execution performance.
- Experience building or scaling a TPM function in a high-growth infrastructure, engineering, cloud, or datacenter organization.
- Experience driving standardization across global programs, including reference designs, change management, review processes, handoff mechanisms, and operational readiness frameworks.
- Advanced degree in a technical, business, project management, or quantitative field.
