Full Job Description

Position Director of Finance and Administration

Hours: Full time, exempt, 37.5 hours per week

Reports to Executive Director

POSITION SUMMARY:

The Director of Finance and Administration provides strategic and operational leadership for the organization’s financial management and internal business functions. Serving as a key advisor to the Executive Director and Board, this role ensures fiscal integrity, regulatory compliance, and effective administrative systems—including finance, grants management, HR administration, and business operations. This position reports to and works closely with the Executive Director and serves as the sole in-house member of the Finance/Admin department, with contracted support engaged on an as-needed basis.

KEY RESPONSIBILITIES:

1. Financial Leadership & Strategy

Serve as the organization’s senior financial leader and strategic partner to the Executive Director and Board.
Lead annual budgeting, long-range financial planning, and scenario analyses aligned with organizational goals.
Monitor budget-to-actual performance; prepare regular forecasts, variance analyses, and financial dashboards for leadership and the Board.
Identify financial risks and opportunities and recommend strategies to ensure long-term sustainability.
Prepare and present financial reports and materials for the Board of Directors and Finance Committee.
Support development and implementation of financial and administrative policies.
Ensure Board members have clear, accessible financial information to support sound governance decisions.

2. Accounting, Reporting & Internal Controls

Oversee contract bookkeeper and all accounting functions including accounts payable and receivable, payroll, general ledger, and month-end close.
Ensure timely, accurate financial reporting in accordance with GAAP and nonprofit fund accounting standards.
Maintain strong internal controls and documented financial policies and procedures.

3. Grants, Contracts & Fiscal Sponsorship

Manage financial oversight and compliance for all state contracts and private grants, including tracking and allocation of restricted and unrestricted funds.
Prepare and review financial reports required by funders and government agencies; collaborate with program staff on grant budgets and financial planning.
Oversee accounting and reporting for a fiscally sponsored project, ensuring transparency and compliance with sponsorship agreements.
Support grant proposal development by preparing budget narratives and projections in collaboration with program leadership.

4. Audit, Compliance & Risk Management

Coordinate the annual audit, review, or compilation with external CPA firms; serve as primary organizational liaison.
Ensure timely filing of Form 990 and applicable state tax and compliance documents.
Maintain compliance with state and federal contract and financial regulations.
Oversee organizational insurance coverage, risk management practices, and business continuity planning.

5. HR Administration & Business Operations

This role has primary responsibility for all HR administration and people operations, including:

Administer payroll and benefits programs; serve as primary contact for payroll and benefits providers, ensuring accurate processing and multi-state compliance.
Manage hiring and onboarding: coordinate offers, employment paperwork, background checks, and systems access for new hires.
Maintain employee records, HR policies, and the employee handbook in compliance with applicable state and federal employment laws.
Manage employee offboarding, including final pay, benefits continuation (COBRA), and systems access removal.
Serve as the staff resource for HR compliance questions, policy interpretation, and benefits inquiries.
Oversee registration, maintenance, and reconciliation of employer tax accounts across all states where the organization has employees (payroll withholding, unemployment insurance, workers’ compensation).
Oversee vendor contracts, procurement, and general remote office operations; ensure compliance with employer requirements in all operating states.
Collect, sort, scan and process mail from the organization’s PO Box in Montpelier, VT weekly, or as otherwise determined in consultation with the ED.
Other business and office administration tasks as assigned.

6. Board & Governance Support

QUALIFICATIONS

Education & Experience

Bachelor’s degree in finance, accounting, business administration, or a related field; and/or significant experience in nonprofit financial management, including grants management and government contracts; or some combination of both.
Experience managing HR administration, benefits administration, payroll, and/or employer compliance in a multi-state environment strongly preferred.
Experience with nonprofit fund accounting software (e.g., Sage Intacct, QuickBooks Nonprofit, Blackbaud Financial Edge) strongly preferred.
Experience managing or coordinating an annual nonprofit audit strongly preferred.

Knowledge & Skills

Strong knowledge of GAAP, nonprofit fund accounting, and internal controls.
Ability to prepare and interpret financial statements, dashboards, and grant reports.
Skilled communicator who can translate complex financial information clearly for non-financial audiences including Board members and program staff.
High level of integrity, discretion, and professional judgment.
Organized, detail-oriented, and able to manage multiple deadlines across financial and administrative functions simultaneously.
Collaborative working style with the ability to build effective relationships with staff, leadership, Board members, auditors, funders, and vendors.
Proactive problem-solver who identifies opportunities to improve systems, workflows, and internal controls.
