Title: Quality Control/Safety Supervisor

Basic Function: Provides direction and manages all day-to-day activities to ensure quality, work item completion, compliance with all federal regulations, audits, and inspections. Serves as C&N Project Manager face to the customer. Responsible for the execution of the requirements of the Quality Management System (QMS) as required by NAVSEA Standard Items and ISO 9001:2008. Provides OSHA and C&N Safety Training as needed to ensure workers are fully aware and prepared for a Total Safety work environment. Provides strategic direction, oversight, and smooth execution of all quality functions within the organization.
Duties and Responsibilities:
- Planning, scheduling, and completion of work on major systems and equipment ensuring Objective Quality Evidence (OQE) is complete and accurate to substantiate deep cleaning and structural, sheet metal, decking, furniture, electronic and other repairs for government (Federal, State, and Local), military, and commercial work specifications. Coordinates all aspects of complex and critical work availabilities, ultimately ensuring Tests and Inspections are properly scheduled, conducted, and reported including real time updates to C&N Universe, Inc. (C&N) Test and Inspection Plans (TIPs). Responsible to ensure OQE is submitted in a timely manner to meet requirements imposed by C&N customers supporting production planning and major milestone reporting.
- Conducts detailed technical review for the development, approval, and issuance of Process Control Procedures (PCP's) and Enhanced Process Control Procedures (EPCP's) for critical systems and equipment. Able to translate basic information from work specifications, and technical documentation from NSTM's, Mil Standards, and OEM technical manuals, for submission to the appropriate approval authority ensuring full compliance and documentation of all Objective Quality Evidence (OQE) supporting final work certification.
- Demonstrates complete understanding of the in-depth requirements associated with the performance of various types of equipment test memorandums. Extensive knowledge in the identification of QA requirements identified in system prints and drawings, NSTM's, Military Standards, and technical publications including the ability to clearly interpret these references on the deck plates while demonstrating sound decision making and effective coordination resolving differing opinions in interpretation of requirements to the satisfaction of C&N customers while ensuring full compliance for work certification.
- Ensures the safe conduct of in-process and final operational checkpoints which requires not only an understanding of the technical aspect of the test, but also all required safety practices, undistracted situational awareness, and complete focus on the task.
- Provides OSHA and C&N Safety Training as needed to ensure workers are fully aware and prepared for a Total Safety work environment.
- Conducts complete review, revision, and issuance of C&N QMS manual(s), procedures, work instructions, and all associated forms. Maintains accountability for all quality system records.
- Ensures compliance for all external audits conducted by Prime Contractors and Governmental Agencies. Prepares and conducts customer compliance inspections and evaluation of subcontractors for QMS program effectiveness. Able to conduct detailed process review ensuring compliance with C&N's programs, procedures, and technical requirements.
- Evaluates processes and procedures. Identifies, develops, and implements preventative Quality and Safety actions. Promulgates and executes the completion of internal corporate process audits and extensive QA surveillance programs. Oversees the evaluation and assessment of QMS Program compliance of C&N facilities in the San Diego area supporting "full compliance" audits by regional government offices.
- Initiates Corrective Action Reports required for the correction of deficiencies/ discrepancies related to completion of work items. Determines corrective actions by conducting in-depth process review resulting in the identification of root cause, corrective, and preventative actions. Evaluates completion and effectiveness of required actions including compilation of detailed trend analysis. Ensures effective corporate self-evaluation and internal non-conformance/ compliance procedures are established and maintained to minimize externally generated corrective actions.
- Develops, implements, and executes C&N Quality Management System training program including 50 annual training topics. Conducts QA and Safety related training in support of C&N's approved QA Annual Training Plan and Continuous Safety Instruction and prepares and conducts situational training as may be required. Continually evaluates current trends to increase training effectiveness and improve employee performance.
- Provides direct support to Supervisors in de-conflicting issues related to Certificate of Completion (COC) and final billing submission as required relating to Objective Quality Evidence and Test and Inspection Plans.

Minimum Qualifications:
- Minimum 10 years ship repair/ shipyard related experience and strong mechanical aptitude.
- Mastery in the application of ship repair technical specifications and industry requirements supporting the repair of complex and critical systems and equipment.
- Must possess extensive knowledge of NAVSEA Standard Items, ISO 9001:2015, and notional differences in QA system requirements in relation to Government/ Military/ ABS and Commercial work specifications.
- Professional acumen demonstrating effective communication (both verbal and written) for coordination, scheduling, and completion of inspections with ships personnel, contractors, subcontractors, vendors, customers, and employees.
- Possess a great eye for detail, a willingness to embrace and endorse strict processes and policies and the ability to accurately document the completion of all tests.
- Proficiency in Microsoft Office applications, managing paper based and digital record environments, and ability to adopt to CMS Contract profile, administration, and management.

- Work in a wide variety of environments, conditions, and/or situations; including:
- Working around or with systems of high temperature, high pressure, and high voltage which may or may not contain flammable liquids or involve rotating machinery.
- Small and/or confined spaces.
- Must be able to work at heights of 20 feet or more.
- Will routinely bend, twist, kneel, climb, and reach for 1-12 hours per day.
- Will sit, stand, and walk for 1-12 hours per day.
- Will endure noise, fumes, dust, and inclement weather.
- Must be able to safely wear a respirator when needed.
