Full Job Description

Overview
Thomas Solutions Incorporated is dedicated to providing support to the Special Operations Mission Training Center (SOMTC) and their mission to conducts individual and collective training for the USASOC operating and generating force to prepare Special Operations Forces (SOF) to successfully operate across the full spectrum of operations.

Summary

We are seeking an experienced Mission Command Exercise Manager who meets or exceeds all qualifications.

Pending Solicitation/ Future Opportunity:

Education Requirement:

Masters’ degree (required).

Qualifications Requirement:

Graduate of U.S. Army Special Forces Officer Qualifying Course (18A), and
Graduate of a U.S. military officer’s Senior Service College.

Experience:

Assignment to Special Operations Forces (Special Forces, Military Information Support Operations, Civil Affairs, Ranger Regiment, Special Operations Aviation, Special Mission units).
Commanded at the battalion level or higher.
Served as primary staff at the SOJTF level or higher.
Experience supervising exercise coordination, design, and execution.

Additional Desired Qualifications/Experience:

Knowledge of the basic considerations of exercise design.
Experience managing the elements or resources of exercise development and execution (including, but not limited to, people, time, infrastructure, hardware, network, databases, software, and security).
Excellent interpersonal and communication skills, attention to details, and project coordination.

Clearance Requirement:

Active Secret clearance.

Mission Command Exercise Branch Tasks:

Design (framework), develop (content), script (interactions), and build (scenario) Mission Readiness Exercise(s) (MRX) for United States Army Special Operations Command (USASOC), 1st Special Forces Command (A), and other US Special Operations Forces.

Conduct eleven (11) MRXs annually. Prepare for each exercise to support one (1) O6 HQs, and up to four (4) O5 HQs.

Design, develop, script, and build one (1) new exercise framework designed to support one (1) O6 HQs, and up to two (2) O5 HQs at the start of each period of performance if required by SOMTC Director.

Conduct continuous exercise framework maintenance for four (4) exercise framework scenarios annually.

Complete two (2) exercise framework updates annually. The frameworks updates shall be approved by SOMTC Director.

Develop, design, and facilitate realistic and comprehensive training exercises to enhance readiness, operational effectiveness, and adaptability to Multi-Domain Operations (MDO). These exercises shall integrate joint, interagency, and multinational capabilities to simulate complex operational environments.

Develop scenarios that replicate multi-domain operations through the integration of advanced technologies, including artificial intelligence, autonomous systems, and cyber capabilities. The scenarios shall incorporate adversary use of hybrid warfare, cyber threats, electronic warfare, and space domain challenges. The scenarios shall enhance SOF’s ability to operate effectively across all domains—land, air, maritime, cyberspace, and space. The scenarios shall assist SOF units to develop and refine mission command capabilities in contested and denied environments.

Coordinate with SOMTC Government representatives for modification of Exercise frameworks when implementing changes as directed by SOMTC Government representatives.

Coordinate with U.S. SOCOM and subordinate unit HQ elements and staff(s) as required to plan, prepare, and execute training.

Coordinate with all military Evaluation Teams designated to observe and report findings prior to, during, and after an MRX.

Conduct coordination and/or planning events with applicable entities and representatives as required, including SOMTC personnel, IAW the Joint Exercise Life Cycle (JELC), and establish methods to track exercise planning and subsequent key tasks. Examples of these include, but are not limited to, planning conferences, concept development conferences, working groups, and in progress review (IPR).

Be familiar with and adhere to current Army and Joint doctrine and training strategies throughout the exercise development Life Cycle.

Direct and manage the overall work efforts of the Mission Command Exercise Branch. Recognize, identify, isolate, and resolve problems related to Mission Command Exercise Branch.

Other tasks as assigned.
