Full Job Description

Strategic Results is seeking an experienced Senior Program Manager to lead contractor support for the U.S. Forest Service's Program Management Support Blanket Purchase Agreement. The Senior Program Manager serves as the primary point of contact for Government leadership and provides overall contract management, strategic direction, and operational oversight for multiple task orders supporting national natural resource management initiatives.

The successful candidate is an accomplished leader with extensive federal consulting experience who can build high-performing teams, manage complex projects, ensure quality performance, and successfully deliver technical, analytical, and program management services across a diverse portfolio of work.

Key Responsibilities

· Serve as the primary interface between Strategic Results and USDA Forest Service leadership.

· Provide overall contract and task order management, ensuring successful execution of all assigned work.

· Lead multidisciplinary teams supporting program management, policy development, business process improvement, analytical support, meeting facilitation, and organizational modernization initiatives.

· Develop project management plans, staffing strategies, work schedules, budgets, and resource allocation plans.

· Monitor contract performance, project schedules, quality metrics, and financial performance to ensure successful delivery.

· Supervise contractor personnel, establish work priorities, manage performance, approve leave, and support employee development.

· Coordinate with Government Project Managers to define project objectives, priorities, schedules, and deliverables.

· Identify project risks, develop mitigation strategies, and resolve issues before they impact schedule or performance.

· Oversee preparation of reports, executive briefings, technical documentation, presentations, and other contract deliverables.

· Ensure all work complies with contract requirements, Federal regulations, USDA policies, security requirements, and Section 508 accessibility standards.

· Promote continuous process improvement by implementing best practices, lessons learned, and quality management procedures.

· Support business development activities related to contract growth, staffing, and transition planning, as requested.

Qualifications

Required:

· U.S. Citizenship.

· Bachelor's degree in Business, Management, Information Systems, Natural Resources, Public Administration, or a related field.

· Minimum twelve (12) years of relevant professional experience, or a Master's degree with eight (8) years of experience.

· Demonstrated experience managing complex federal programs or contracts with multiple concurrent projects.

· Experience supervising multidisciplinary teams and managing staff performance.

· Strong background in project management, organizational leadership, and resource planning.

· Experience managing project budgets, schedules, staffing, and contract performance.

· Excellent written, verbal, presentation, and interpersonal communication skills.

· Proficiency with Microsoft Office Suite, Microsoft Project, Teams, and SharePoint.

Preferred:

· Previous experience supporting the U.S. Forest Service, USDA, or another Federal civilian agency.

· PMP certification.

· Experience leading business process improvement or organizational transformation initiatives.

· Knowledge of natural resource management programs.

· Experience managing geographically dispersed teams.

· Familiarity with Section 508 accessibility requirements and Federal information security practices.

Pay: $155,000.00 per year
