JOB DESCRIPTION:
The Lead Combat Systems SME will provide senior-level Combat Systems operations, maintenance, training, and assessment leadership in support of Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assessment Training Team (RATT) ship visits. This role will assess Combat Systems maintenance processes, operations, readiness, program execution, and integration with shipboard systems; mentor ship's force personnel; identify material and procedural deficiencies; support AWR development and readiness reporting; and advise ship leadership and Government stakeholders on corrective actions and fleet-level issues.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
- Understand and provide guidance on shipboard technical data such as: Technical manuals, CSOSS, safety procedures, approved maintenance procedure, technical diagrams.
- Review and analyze U.S. Navy Combat System Engineering Capabilities and Limitations and U.S. Navy Operational and Tactical Doctrine and integrate and conceptualize the execution of Doctrine optimizing the application of ship's Combat Systems capabilities and limitation.
- Prepare and support Combat Systems AWRs, visit reports, training documentation, and actionable corrective recommendations.
- Must be knowledgeable of Navy ship depot-level Combat Systems maintenance processes and the theory and workings of surface ship Combat Systems maintenance processes.
- Must be knowledgeable of Navy networks, communications systems, electronic warfare/countermeasures, shipboard maintenance programs, and readiness reporting.
- Coordinate efforts with TYCOM, ISIC, ATG, ship leadership, and training stakeholders.
- Conduct dynamic assessment of the sailors' abilities to comply with approved maintenance and operational procedures and thereafter provide formal appraisal of performance with recommendations for improvement and methods to maintain technical and tactical proficiency.
- Document the training conducted with specifics of the individual areas / watch station and is responsible for generation of a formal assessment of measure of success via written report.
- As part of an onboard technical assist visit, provide ships force with on-the-job training (OJT).
- Assist with the identification of required repair parts necessary to correct system malfunctions.
- Reporting, analysis, recommendations, corrective actions and post-action reporting with crews as they prepare for major evolutions, certifications and inspections.
- Identify performance/operational weaknesses throughout the assists.
- Provide training and expertise to support identified weaknesses and improve operational readiness.
EDUCATION:
- Bachelor of Arts/Bachelor of Science (Associate degree, Navy technical training, or equivalent operational experience may also qualify).
MINIMUM SKILL REQUIREMENTS AND QUALIFICATIONS:
- Minimum of fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects.
- Minimum of fifteen (15) years of experience within Combat Systems Suites on AEGIS and SSDS ships.
- At least seven (7) years of demonstrated experience in a management role.
- Served in one or more of the following positions within the last five (5) years: Systems Test Officer (STO); Combat Systems Maintenance Manager (CSMM); Combat Systems Officer of the Watch (CSOOW) on multiple AEGIS and SSDS ships.
- Experience as a Maintenance & Material Management Coordinator (3MC) (preferred).
- Experience at Intermediate Maintenance Activity including experience with Quality Assurance (preferred).
- At least one tour of duty with maintenance/training staff experience at one or more of the following assignments: Immediate Superior In Charge (ISIC), Type Commander (TYCOM), Afloat Training Group, Navy Safety Center Analyst; INSURV Assessor
- 9502 Instructor NEC/MTS-ATS preferred.
- Proven proficiency in PC skills, including Microsoft Office Suite.
- Demonstrated strong interpersonal, consulting/client management, negotiation, and collaboration skills.
- Demonstrated strong organizational skills with attention to detail.
- Demonstrated strong written and verbal communication skills.
- Proven strong ability to work in a deadline-oriented environment.
- Hold Current Secret Clearance or able to obtain Secret Clearance.
- US Citizenship required.
- Location: San Diego, CA.
- Travel: 15% - 40% of the time.
PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:
- Must be able to spend extended periods on your feet while instructing and performing assessments.
- Work may be performed in office environments, shipboard spaces, industrial maintenance facilities, shipyards, or waterfront operations areas.
