Position Summary
ND Global Consulting Services, Inc. is seeking an experienced Systems Software Programmer – Project Lead to support the South Carolina Department of Social Services Division of Early Care and Education.
The selected consultant will support the ongoing development, maintenance, modernization, and production support of mission-critical Early Care and Education systems. Primary assignments will include applications supporting the Child and Adult Care Food Program, including the CACFP Apps and Claims Module, CACFP Compliance Module, and internal- and external-facing portals.
This is a senior, hands-on software-development position requiring extensive experience with enterprise web applications, visual interfaces, web services, APIs, Microsoft .NET technologies, SQL Server, TypeScript, and Angular. The consultant may also be assigned to additional application-development projects based on agency needs.
Key Responsibilities
- Develop, enhance, maintain, and support internal- and external-facing web applications.
- Support the CACFP Apps and Claims Module and CACFP Compliance Module.
- Modernize and migrate existing application code and portal components.
- Design and develop enterprise-level visual interfaces and web services.
- Build and maintain applications using TypeScript, Angular, JavaScript, C#.NET, VB.NET, ASP.NET, and ASP.NET MVC.
- Develop and maintain Web APIs and WCF services.
- Design, develop, and support applications using Microsoft SQL Server.
- Work with SQL Server 2016 or later, including applicable database-encryption processes.
- Perform code development, unit testing, debugging, integration testing, and deployment.
- Participate in source-code management, build management, release management, and production implementation.
- Use Microsoft Visual Studio and Team Foundation Server for development and source control.
- Review application requirements and translate business needs into technical solutions.
- Develop scalable, maintainable, secure, and efficient application components.
- Troubleshoot application, database, integration, and production issues.
- Prepare and maintain system documentation, technical specifications, test results, and deployment materials.
- Communicate clearly with development teams, project personnel, business users, and agency stakeholders.
- Provide technical guidance and contribute to application architecture and development decisions.
- Work independently with minimal supervision while meeting project schedules and quality requirements.
Required Qualifications
- Bachelor’s degree.
- At least seven years of professional experience with TypeScript.
- At least seven years of experience with Angular, including Angular versions 9 and 11.
- At least seven years of experience with JavaScript.
- At least seven years of experience with C#.NET.
- At least seven years of experience with VB.NET, ASP.NET, and ASP.NET MVC.
- At least seven years of experience developing and supporting Web APIs and WCF services.
- At least seven years of experience with Microsoft SQL and SQL Server.
- At least seven years of experience with Microsoft Visual Studio.
- At least seven years of experience with Team Foundation Server.
- Strong experience developing enterprise web applications and web services.
- Strong understanding of object-oriented software design and development.
- Experience with unit testing, integration testing, debugging, build management, and application deployment.
- Ability to work independently and perform effectively with minimal supervision.
- Strong written and verbal communication skills.
- Ability to communicate effectively with technical teams, project staff, and end users.

The SOW identifies TypeScript and Angular 9 and 11 as the primary programming technologies for this assignment.
Work Arrangement and Residency Requirements
The selected consultant must:
- Be a current resident of South Carolina.
- Be able to commute reliably to the Columbia service location.
- Work onsite approximately three days per week.
- Be prepared to transition to a fully onsite schedule if required.
- Be available to attend one in-person client interview.
Relocation is not available for this assignment.
