Fulton is a city in Callaway County, Missouri, United States. It is part of the Jefferson City, Missouri Metropolitan Statistical Area. The population was 12,128 at the 2000 census. It is the county seat of Callaway County . Winston Churchill made his famous "Sinews of Peace" speech in Fulton at Westminster College in 1946. Former British Prime Ministers Margaret Thatcher and Edward Heath spoke at the same college as did former Premier of the Soviet Union, Mikhail Gorbachev.
