Mercer is a borough in Mercer County, Pennsylvania, United States. The population was 2,391 at the 2000 census. It is the county seat of Mercer County . The community was named after physician Brig. Gen. Hugh Mercer. Mercer is the birthplace of the 19th century painter Samuel Waugh, as well as Trent Reznor of popular rock band Nine Inch Nails. It is also known for electing one of the nation's youngest mayors, Christopher Portman, who was just 18 when he ran for office and 19 in January, 2002 when he was sworn in .
