Plain Dealing is the birthplace and residence of a popular former congressman, Joseph David "Joe" Waggonner, Jr., who represented northwest Louisiana from 1961-1979. It is also the birthplace of Louisiana's longest-serving state treasurer, A.P. Tugwell, who held the position from 1936-1968. Tugwell, who was also a former director of the Louisiana Highway Department, grew up in Winn Parish. Plain Dealing recorded the state's hottest temperature ever, 114 degrees, on August 10, 1936.
