Terre Haute is a city in Vigo County, Indiana near the state's western border with Illinois. As of the 2000 census, the city had a total population of 59,614 and a metropolitan population of 170,943. The city is the county seat of Vigo County and the self-proclaimed capital of the Wabash Valley. The federal death row is in Terre Haute at the Terre Haute Federal Correctional Complex.

Terre Haute entered a period of economic decline once the coal mines were spent and the importance of the railroads diminished. The town was labeled a "bad labor town" following the Terre Haute General Strike of 1935 and the city center began a decline from which it has never fully recovered. Local residents sometimes refer to Terre Haute as the "meth capital of the world" because of the disproportionate number of methamphetamine arrests in the town and surrounding area.
