The effect of long-term civil unrest has left an environment of mistrust and reticence, compounded by challenges to proper stewardship of resources within the culture. Low education levels due to extreme poverty and loss of talent during the war and after has resulted in substantial gaps in capacity and challenges to a healthy work ethic.
