SUMMARY
Highly experienced technical specialist. May schedule, assign, lead or direct instrumentation and controls efforts for one or more projects, determining scope of work, job objectives, strategic planning, and man-hour budgets in concurrence with department and project managers. Acts as a senior engineer for the group. Job requires extensive professional engineering experience. Professional engineering registration is required. Individual is capable of advanced strategic project planning, complex technical evaluation and interpretation, definition of scope in complex matters, development of concepts and standards. Coordinates design strategy with other senior engineers and department manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES Includes, but not necessarily limited to, the following.

• Reviews general project objectives and establishes engineering requirements for the overall project or system. This involves interpretation, definition of scope, and development of concepts.
• Plans, schedules, analyzes scope, staffing, budgeting, review, and coordination of design efforts with all project personnel in all disciplines and departments ranging in moderate scope to large or complex projects.
• Leads a project engineering staff consisting of support engineers, designers, drafters, and other assigned support team members. This includes producing recommendations on staffing, work assignments, scheduling, and work reviews. Provides feedback to department management on work by support staff for performance purposes.
• Develops and monitors project control systems including schedules, man-day budgets, lists, indexes, Bills of Material, etc
• Develops applications of controls, instruments, and systems for new commercial, domestic, and industrial uses.
• Oversees the coordination of engineering efforts as required to attain project objectives.
• Researches and analyzes data such as EPC contract, customer RFP, Kiewit Power Engineers professional services agreements, specifications, manuals, and other information in order to provide the agreed upon engineering services to the customer.
• Provides specialized consulting engineering expertise for complex applications based on experience, research and education.
• Maintains a high level of understanding of departmental design standards, applicable engineering codes and Kiewit Power Engineers guidelines and standards.
• Has extensive contact with the client or contractor in coordinating the resolution of problems, reviewing engineering progress, recommending alternative solutions, and advising on project objectives. May serve as a project engineering manager.
• Reviews both general and specific project objectives and establishes engineering requirements for the project or specific system.
• Develops concepts for complex systems.
• Evaluates manufacturer's or contractor's proposals, data, reports, etc., for conformance with Kiewit Power Engineers, code and customer requirements or specifications.
• Develops and monitors project control systems including schedules, budgets, and percent complete. Prepares scheduling and budgeting reports, studies or analysis for project.
• Conducts significant engineering cost or analysis requiring highly experienced engineering knowledge related to feasibility and planning studies including researching and analyzing customer needs and data and providing recommendations to the customer.
• Reviews/checks Kiewit Power Engineers prepared drawings and documents for conformance with codes, contracts, feasibility and other requirements.
• Mentors entry to senior-level new hires as required for orientation to Kiewit Power Engineers and development of skills.
• Participates in standards development and review.

Requirements
COMPUTER SKILLS
Individual must be familiar with basic computer operation and be comfortable with use of basic spreadsheet, database, and word processing programs. It is desirable that the individual will have had intermediate and advanced programming courses, especially with regard to database programming. Familiarity with control system programming and fluency in reading logic diagrams required.

EDUCATION and/or EXPERIENCE A Bachelor of Science degree (B.S.) in engineering in an Instrumentation and Controls (I&C), Electrical, Mechanical, Chemical, Physics, or equivalent engineering program from an ABET accredited four-year college or university program, or equivalent experience sufficient to obtain a professional engineering license is required. This position requires a minimum of 15 years’ experience in instrumentation and control systems design, with a significant portion in power engineering design. Power plant field construction or start-up experience in control systems is generally required. A professional engineering license is required.

TRAVEL Moderate travel is required for the purpose of investigating the site of the project, witnessing equipment testing, and meeting with vendors, construction contractor, or the customer. Willingness to travel for long-term assignments is desirable.
