RELATIONSHIPS

The CAO reports to the Chief Executive Officer of the Health System and to the Chairs of the Department of Reproductive Health, Psychiatry and Ophthalmology. This CAO is a standing member of the Health System’s Executive Management team and all related Service Councils.

RELATIONSHIPS

The CAO reports to the Chief Executive Officer of the Health System and to the Chairs of the Department of Reproductive Health, Psychiatry and Ophthalmology. This CAO is a standing member of the Health System’s Executive Management team and all related Service Councils.

Strategy & Finance

This CAO partners with the Chairs of the Departments of Reproductive Medicine, Pediatrics, Psychiatry and Ophthalmology and collaborates with the Chief Strategy Officer and requisite Service Councils to lead the Service’s strategic planning and program growth. • Represents WIPO Services to the external market, as well as internally through the application of community relations and marketing activities. Collaborates with the Executive Director of Marketing & Communications to develop and implement a marketing and branding plan to strengthen and grow the UCSD service brand within and beyond San Diego county.

• Develops new business strategies to enhance market share and improve overall performance. In partnership with Health System management and the requisite Chairs and Service Council, drives and directs WIPO Service growth and development.

• Collaborates with the Chairs of the departments as needed to identify needs for faculty recruitments to support the strategic plan. The appropriate academic Department Business Officer will manage the recruitment process.

• Oversees the development of strategies, models and approaches to affiliate with community physicians and referring physicians.

• Communicates key information to the stakeholders of these service areas with respect to managed care, marketplace needs, the competitive environment, cost management, and consumer-focused programs and services.

• Expands UCSD’s outreach activities and referral networks to ensure effective partnerships are formed which will facilitate the development of a comprehensive and geographically dispersed integrated health care system.

• Leads and supports key committees associated with the Service.

The CAO-WIPOS is accountable for development, monitoring and analysis of the portfolio Clinical Programs’ annual budget, income and expenses, and regularly reports on them to the CEO of the Health System and the Service Council. The CAO-WIPOS analyzes the financial implications for the Clinical Program of physician-based treatment and support services activities across the portfolio.

• In conjunction with the Health System CFO, develops and coordinates the budget, analyzes and monitors fiscal requirements of assigned departments and reviews budgetary recommendations (capital and operating).

• Monitors, verifies and reconciles actual fiscal performance including revenue and expenses, and actively manages the ongoing financial performance of the clinical program.

• Responsible for revenue generation and achieving growth targets.

Clinical Operations

The CAO-WIPOS provides executive leadership and direction to the professional management and administrative leadership of the Services, and its various components and clinical locations. The CAO also provides management of professional staff and their subordinates. In conjunction with the CAO-Ambulatory, the CAO-WIPOS oversees the clinical operations. The CAO-WIPOS will have budgetary and administrative oversight of the clerical, nursing, technical and support personnel employed in the outpatient clinics. Oversees facilities needs including optimization of the facilities.

• Develops and fosters effective collaboration between clinical departments and other affiliated services to ensure an integrated approach to providing services, and fulfilling clinical, research and educational goals and objectives.

• Functions as an effective liaison and intermediary between Nursing Administration, including inpatient nursing directors and unit managers, UCSD Administration, the Medical Group, the School of Medicine and the various clinical departments who are primary stakeholders.

• Working with the Department Chairs of the faculty providers, coordinates deployment of providers, recruitments where necessary, productivity and funds flow of clinical funds to support provider effort.

• Facilitates a highly-matrixed approach in the development of these services, and displays ability to work effectively within the Health System’s decision making and organizational structures.

• Works with leadership teams throughout the hospital, serving as a resource to help enhance revenues, reduce costs, achieve effective utilization and quality goals and objectives, and analyzes and utilizes information to develop and support management decisions. In general, coordinates the delivery of clinical care related to these areas in conjunction with the Chief Medical Officer and Chief Clinical Officer, among others.

• Serves as liaison with the UCSD Health System and Medical Group. Oversees timely and accurate communication between referring physicians and their UCSD counterparts.

Education and Training:

• A minimum of ten years of progressively responsible leadership and management within a major hospital setting.

• Thorough knowledge of the healthcare field.

• Exceptional physician relations skills are required. Physician recruitment experience is highly desirable.

• Exceptional community relations skills.

• Exceptional leadership, refined management skills, and a hands-on visible approach to staff management and interaction.

• Exceptional financial acumen and operations management expertise.

• Excellent visionary and strategic leadership skills.

• Ability to effectively manage functional groups of staff to obtain established goals. • A systems thinker who can develop and implement strategic and tactical plans to efficiently support teams through project conception, planning, budgeting, funding, change management and implementation cycles.

• An effective consensus builder with strong leadership and communication skills, and significant experience in cost effective management.

• The analytic ability to resolve extremely complex short- and long-term problems requiring application of clinical and management principles.

• Demonstrated ability to deliver uncompromising health care, efficiently utilizing resources and effecting cost savings.

• The ability to promote and maintain good interpersonal relationships, and a proficiency in team building, conflict resolution, and group interaction.

• Proven ability to manage large diverse groups of individuals.

• Master’s Degree in Hospital Administration, Business Administration, Management (or equivalent experience) is required.
