Purpose and Scope:

URS office in Annapolis Junction, Maryland is looking for a Construction Subcontracts Analyst to join its team and work as an integral part of the team.

Essential responsibilities:

• Oversee construction change proposals to ensure construction conforms to design specifications
• Supports the Task Order Manager to ensure subcontractor compliance with administration of the subcontracts
• Interface with Client technical team to address needs and conflicts between Title II, Client and Subcontractor
• Organizes, conducts, and documents meeting minutes, and tracks actions
• Assist Task Order Manager with monitoring, tracking, reporting and addressing deficiencies in subcontractor documents including but not limited to correspondence, RFIs, submittals, change orders, quality plans, safety plans, security requirements, and risk management
• Works with the Contractor and Superintendents in processing subcontractor change orders
• Ensures field Superintendents receive current, approved information from engineering

• Supports the Task Order Manager to ensure subcontractor compliance with administration of the subcontracts
• Interface with Client technical team to address needs and conflicts between Title II, Client and Subcontractor
• Organizes, conducts, and documents meeting minutes, and tracks actions
• Assist Task Order Manager with monitoring, tracking, reporting and addressing deficiencies in subcontractor documents including but not limited to correspondence, RFIs, submittals, change orders, quality plans, safety plans, security requirements, and risk management
• Works with the Contractor and Superintendents in processing subcontractor change orders
• Ensures field Superintendents receive current, approved information from engineering
• Assists with design interpretation and expedites engineering responses to support construction activity schedule
• Coordinates and informs other support groups, Title II AE services, Safety, Quality and Subcontracts to ensure collaboration and prioritization supports execution schedule Conducts field investigations as required to facilitate technical or interpretation concerns with contract documents
• Coordinates and assembles final close-out documentation
• Prepare "Purchase Requests" as required to support assigned construction projects
• Prepare Change Notice Packages as required
• Prepares construction related reports based on job site inspections
• Processes Change Notices within 7 days of identification and ensures the Change Proposal is submitted to MPO within 30 calendar days of the Change Notice
• Processes RFI's within 10 days of receipt
• Assists in monitoring contractor's conformance
• Perform all other position related duties as assigned or requested
• Prepares and process Contract Close-Out Packages

Bachelors degree in engineering or demonstrated combination of education/training and 5+ yrs experience in the construction industry. Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position requires the ability to pass and maintain a TS/SCI with FS Polygraph Clearance. Position may require minimal travel.

Work Environment, Physical Demands, and Mental Demands:

May be exposed to outdoor environment with exposure to weather; walking on uneven ground; lifting; carrying; griping; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication, constant mental alertness; must possess planning/organizing skills; must use required personal protective equipment; and must be able to work under deadlines. Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents.
