Position Summary Under the supervision of the Contract Compliance Manager, the Contract Compliance Officer II provides guidance and support to First 5 LA departments and external stakeholders and regulatory agencies by performing the duties listed below. Essential Duties and Responsibilities Ensures compliance with applicable laws and internal policies and procedures regarding contracting and procurement. Reviews and revises solicitations to ensure documents are correct and complete prior to submission to the Contract Compliance Manager for approval. Reviews ,edits, and posts web texts, documents, and templates for solicitations; ensures that all documents related to solicitation type are complete and consistent with policies and procedures. Manages the annual and on-going submission of all required documents for grantees and contractors to assure compliance with all provisions. Develops, amends, and executes grant agreements, contracts, and other agreement provisions. Facilitates the preparation and completion of documentation required for grants or contracts. Assesses risks for each contract and reviews and maintains record of insurance documentation. Notifies the Contract Compliance Manager of potential compliance vulnerability in areas at high risk of non-compliance. Conducts noncompliance training and tracks noncompliance of contractors and grantees as directed. Researches and recommends legal or business solutions for agency concerns and issues; brings these recommendations to the Contract Compliance Manager. Responds to and takes appropriate action in response to inquiries by staff and contractors regarding any aspect of compliance. Participates in delivering procurement and contract management training for staff. Assists in managing and/or tracking vendor and consultant pools agency-wide. Maintains open and frequent communication with First 5 LA staff members and contractors to ensure awareness of contract requirements; uses training opportunities to support awareness of requirements. Assists staff across the organization with the contract closeout process as needed. Prepares grant/contract documentation and files as required for county and state audits. Provides technical support with contract management applications to all departments in order to track contractor requirements and activities and generate reports. Stores and maintains all legally binding documentation in an electronic data management system in compliance with regulations and internal policies and procedures. Prepares internal and external reports for management, the Board of Commissioners and the general public. Contributes to creating and strengthening internal processes and refining protocols, policies, and templates by researching best practices and emerging policies regarding contract compliance; brings ideas and recommendations to the Contract Compliance Manager. Participates and/or assists in special projects, workgroups, and committees and performs associated responsibilities as assigned. Represents the Commission and participates at meetings and conferences as appropriate. Other duties may be assigned. Experience
*A minimum of five (5) years of related experience and/or training.
*Two (2) years of professional experience will be credited for every one (1) year of post-secondary education required for this position. Language Skills Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write policies, procedures, and reports that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Mathematical Skills Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook) and Internet Explorer or other widely used and supported Internet browsers. Certificates, Licenses and Registrations Certified Professional Contract Manager (CPCM) or Certification in Contracts Management desired. Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Valid automobile liability insurance. Travel Requirements This position requires travel locally as needed. Knowledge & Abilities Understanding of compliance requirements for state and local government agencies. Experience in monitoring contract compliance for health, education, and/or children's services in the public or private sector is highly preferred.
