In collaboration with other ICF business leaders, the Environmental Oil & Gas Vice President will drive the development and implementation of a strategic plan for growing large and complex environmental consulting projects to the oil and gas industry. Key services will include siting, planning, natural and cultural resource studies, environmental impact assessment and documentation (applicant or third-party), public outreach and involvement, permitting and regulatory compliance, construction monitoring, and ecosystem restoration, among others. Targeted industry segments will include oil and gas exploration and production, pipeline (and other transport), storage, and distribution facilities, as well as LNG facilities and terminals.

The geographic focus of the Vice President’s efforts will be the entire U.S. However, the Vice President will also partner with senior ICF staff in Canada to pursue and deliver new work in that country and to leverage their capabilities into U.S.

The position will primarily involve business development but will include some project delivery and management. Business development activities will include market assessment and strategic planning; generating and maintaining relationships with clients and teaming partners; identifying and evaluating acquisition candidates; recruiting additional staff talent; generating and qualifying new business leads; driving capture activities; actively contributing to proposals; and regularly reporting progress and directions to top ICF management. The ideal candidate will also possess the skills, experience, and connections to serve in a technical and managerial capacity on selected projects.

The Environmental Oil & Gas Vice President will be a senior member of the EE&T Group, where he/she will coordinate with executives and staff across several operating divisions as well as business units responsible for corporate growth and strategic accounts. The position will be based in either ICF’s headquarters in Fairfax, VA or office in Houston, TX, depending on the best fit for the candidate and ICF’s business plans.

Qualifications

Basic Qualifications:

* Bachelor’s degree in an area of study related to the environment (Master’s degree preferred)
* Minimum of 20 years of environmental consulting experience
* Demonstrated record of business development accomplishments and effective client stewardship
* Understanding of regional and national trends in the oil and gas market
* 10+ years in NEPA review and compliance (applicant or third-party), especially related to oil and gas pipelines (LNG a plus)
* Existing oil and gas company relationships, especially related to pipelines (LNG a plus)
* Direct experience with FERC staff and the FERC regulatory process
* Other federal, state, and local agency experience, including COE, FWS, and state DNR or DEQ

Professional Skills:

* Excellent verbal, interpersonal, and written communication skills
* Sound business ethics, including the protection of proprietary and confidential information
* Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team
* Ability to work with all levels of internal staff, as well as outside clients and vendors
* Excellent problem solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions
* Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
