Oversees safety and health programs and provides technical assistance as needed. Supports/develops/participates in community service activities with local school/college programs, emergency planning, United Way program, etc. Contracts with outside suppliers to provide employee services such as Canteen, transportation, or relocation services. Supervises record keeping of hired employee characteristics for governmental reporting purposes. Plans and directs activities of staff in carrying out such functions as developing sources of qualified applicants, conducting screening interviews, administering tests, checking references and background, evaluating applicant qualification, and arranging for initial orientation and training of hired employees. Analyzes statistical reports and other data using knowledge of job requirements, valid selection processes, and legislation concerning equal employment practices in order to identify and determine causes of problems or inefficiencies in the employment function. Administration of benefits such as insurance coverage and retirement plan.

SUPERVISORY RESPONSIBILITIES:
Supervises one employee in the human resource department. Is responsible for the overall direction, functions, coordination, and evaluation of this employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. EDUCATION and/or

EXPERIENCE:
Bachelor's degree, Human Resource or related discipline preferred; and five to eight years related experience and/or training in Human Resources with experience in collective bargaining; or equivalent combination of education and experience.
