Dewberry is augmenting their cadre of part-time and intermittent staff to perform work for FEMA. Dewberry has supported the Federal Emergency Management Agency (FEMA) Department of Homeland Security (DHS) for over 25 years on disaster response and recovery assignments.

All positions are intermittent (part-time), on-call (travel and field work required). Conditions in the areas affected can be very challenging. While the work is arduous, it is also very satisfying.

Job Description:

Opportunities may also exist supporting other Federal customers on a similar basis. Dewberry is actively seeking Environmental Planning Specialists for assignments nationwide.

Responsibilities:

* Prepare Environmental Impact Statements (EIS), Environmental Assessments (EAs), Categorical Exclusions in compliance with National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) regulations.
* Interpret planning and NEPA laws, regulations, policies and guidance
* Review projects using criteria defined in the Hazard Mitigation Assistance (HMA) Guidance, policy, Title 44 CFR, the Robert T. Stafford Disaster Relief Act (Stafford Act), National Flood Insurance Act (NFIA), Executive Orders 11988, 11990 and other relevant laws, implementing regulations, Executive Orders and applicable FEMA policies and guidance, and Programmatic Environmental Assessments and other related programmatic approaches.
* Prepare additional information such as compliance letters required for compliance with environmental/historic preservation review requirements.
* Prepare documents to include but not limited to Memorandum of Agreement, Programmatic Agreements and Endangered Species Act documents, Biological Assessments and related compliance documents.
* Conduct:
* Wetland delineations
* Habitat assessments
* Threatened and endangered species studies
* Field work
* Technical report writing

Required Skills & Required Experience:

* Must have experience with preparing environmental review documentation for Hazard Mitigation Assistance grants including HMGP, FMA and PDM.
* At least five years full-time professional experience in the field of NEPA compliance, with prior federal government experience being desired.
* Ability to complete informal and formal consultation with federal, state and local officials with minimal technical supervision.
* Ability to effectively coordinate with involved parties to make important decisions about project alternatives and the resolution of adverse effects to the environment.
* Ability to document the NEPA review process and use Microsoft Office Programs with relative efficiency.
* Working knowledge of environmental laws, regulations and Executive Orders (EOs) including NEPA, CEQA, ESA, CESA, CBRA, 44 CFR Parts 9 and 10, EO 11988 (Floodplain Management), EO 11990 (Protection of Wetlands), and EO 12898 (Environmental Justice).
* Pass an FBI Criminal/Financial Background Clearance check.
* Possess a minimum of a 4 year degree in environmental planning, biological sciences, natural resource management, chemistry, or a discipline related to this position.
