Reporting to the Director, IT PMO, the Business Continuity (BC) and Disaster Recovery (DR) Program Director will have full responsibility for business continuity and disaster recovery design, planning, testing and maintenance for Lahey Healths critical applications and infrastructure to include full HITECH and Joint Commission compliance.
Moreover, as BC/DR, Program Director will adhere to the IT PMO defined project/program management methodology, tools and templates and apply them to assigned projects.

Responsibilities

Essential Duties & Responsibilities including but not limited to:

1.Provide strategic development, leadership, oversight and implementation of a Lahey Health wide IT BC/DR program.
2.Lead IT teams, contractors and 3rd party vendors in the development and evolution of Lahey Health IT BCDR policies, procedures, infrastructure architecture, design, implementation/build-out, reporting and testing of the BC/DR program.
3.Preserves IT assets by implementing disaster recovery and back-up procedures and information security and control structures.
4.Recommends information technology BCDR strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating industry trends and best practices; anticipating BCDR requirements to ensure Lahey Health IT resiliency.
5.Institute planning/communication processes for Disaster Recovery (DR) strategy and develop (DR) standards to meet the evolving needs of Lahey Health.
6.Ensure all technical components of IT Disaster Recovery plans are tested on a periodic basis.

8.Interface with senior management, internal customers, and partners as necessary to consult on Disaster Recovery processes and procedures, review program initiatives, delivery strategies, and priorities.
9.Coordinate with key clinical, business and IT stakeholders on budgeting, scheduling, requirement gathering, project management, resource planning, development and documentation of Disaster Recover test exercises.
10.Maintain Disaster Recovery budget and ensure that project(s) do not exceed budget(s). Provide budgeting estimates as required by management.
11.Work with 3rd party vendor to estimate costs for additions/changes to Disaster Recovery program. Review and approve all invoices for Disaster Recovery.
12.Own and effectively manage the Disaster Recovery SharePoint site including managing content and access rights.

Project management responsibilities are as follows:
1.Identify project scope, project completion criteria and project implementation/execution approach. Work with business sponsor to create project business case, cost-benefit assessment and project concept document
2.Prepare project definition document and obtain management approval of the project definition document
3.Ensure that all project team members understand their roles and accept their responsibilities Negotiate the performance of activities with team members and their managers
4.Apply project resources according to the approved project plan
5.Analyze risk and implement risk mitigation activities. Establish contingency plans and identify trigger events and responsibility for initiating corrective action.
6.Track and manage project issues and report on progress to plan. Analyze the actual performance against the plan and make adjustments consistent with plan objectives. Ensure timely adaptive action is taken
7.Manage project change to preserve business plan commitments. Initiate change management process if objectives must change.
8.Keep all stakeholders informed of progress and issues
9.Involve functional expertise in design reviews and key decisions as well as risk mitigation strategies
10.Establish and publish clear priorities among project activities
11.Coordinate management and technical decisions
12.Arbitrate and resolve conflict and interface problems within the project
13.Provide input on the performance of project team members to their supervisors, project sponsor and IT PMO.

Organizational Requirements:
1.Maintain strict adherence to the Lahey Hospital and Medical Center Confidentiality policy.

3.Comply with all Lahey Hospital and Medical Center Policies.

7.Participate in and successfully completes Mandatory Education.
8.Perform all other duties as needed or directed to meet the needs of the department.

Qualifications

Education:
Bachelors Degree in MIS, Computer Sciences, Engineering or related technical field.
In absence of Bachelors degree, 10 years of experience above and beyond the experience requirements listed below.

Licensure, Certification & Registration:
Certification thru the Business Continuity Institute or the DRI International preferred

Experience:
8 years of experience in Information Technology
5 years managing BC/ DR programs
Experience planning, developing and leading Enterprise scale BC/DR programs and test exercises.

Skills, Knowledge & Abilities:
Excellent communication (written and oral), presentation and interpersonal skills, effective program/project management skills, solid analytical skills. Skilled in core MS Office suite of products, including Visio and MS Project software.
Must be detail-oriented, have a professional demeanor, proven analytical and problem-solving abilities and the ability to work with those having wide-ranging levels of expertise. Ability to work independently and to motivate teams focused on outcomes.
Good understanding of IT Service Management (ITSM) best practices,
Good understanding of ITIL best practices,
Familiarization with CoBIT best practices.
