Parsons Brinckerhoff’s Boston, MA office has an immediate need for a Mid-Level Environmental Planner. Candidates should have a background in the National Environmental Policy ACT (NEPA), the Massachusetts Environmental Policy Act (MEPA), and permitting, experience in transportation projects; be able to lead and support the analysis of environmental impacts; and be able to manage projects and/or tasks in a collaborative setting with multiple disciplines. Responsibilities will include preparing environmental and permitting documents in compliance with applicable governing statutes and implementing regulations; providing planning support in the design of major infrastructure projects; and supporting agency involvement, permitting, and public participation activities. The person in this position will help support transportation and other projects in New England and potentially elsewhere in the Northeast, with a focus on highway, rail and transit projects, manage large task assignments and small-scale projects, perform complex analyses and studies, oversee and review work by other staff and subconsultants, and interface with government agencies and the public. This person will take the lead in preparing NEPA/MEPA documents and permit applications working with senior environmental and project engineering staff. The candidate must have excellent oral and written communication skills. This position is ideal for a planner/scientist who is seeking career growth and challenging work in a multidisciplinary team environment. In addition to project responsibilities, the individual will assist in marketing activities. The Senior Environmental Planner role requires:
A minimum of 5 years of experience in environmental planning, documentation, assessment, permitting, and other related processes
A working knowledge of National and State Planning and Environmental regulations
An understanding of applicable laws and local agency practices The candidate must have excellent research, analytical, problem-solving, and writing/communication skills that would be applied in an office specializing in transportation projects. Additional qualifications include:
Working knowledge of NEPA, MEPA, CEPA and other New England environmental requirements.
Working understanding of US Army Corps of Engineers Section 404/10 and other federal permits is preferred.
Working knowledge of State Wetlands Permitting is required!
Working knowledge of FHWA, FRA, FTA, FAA and local/regional agency’s transportation planning processes is strongly preferred.
Ability to establish partnerships with internal and external project management, client representatives, government agencies, and other organizations.
Working knowledge of GIS and ability to use GIS for analysis purposes is of interest
Strong computer skills and proficiency in Microsoft Word, Excel and PowerPoint
Flexibility to travel occasionally for project work in support of other offices in the Northeast. This position requires a Bachelor of Science Degree in Planning, Environmental or Social Science, Engineering or a related field.
