Work Activities/Support Description:

1. Conduct field observations and oversight producing field notes on Burial Ground sampling and remediation and other excavation or waste cell construction and waste management projects conducted by site contractors.
2. Review procedures and work plans for technical validity and safety related concerns.
3. Monitor and track projects to ensure progress is in compliance with established schedules, baselines, and  contractual obligations.
4. Ensure plans, procedures, and operations comply with applicable DOE rules and regulations to include CERCLA and RCRA.
5. Review and evaluate project contractors Earned Value Management System reporting.
6. Monitor project progress against approved project baselines.
7. Perform impact analysis of delays in E/C projects from a cost and schedule perspective.
8. Provide support for the development and approval of E/C related work documents to meet health and safety requirements.
9. Complete lessons learned documents for ongoing burial grounds and other excavation or waste disposal or construction projects.
10. Attend and document contractor pre-job and tool box meetings.
11. Provide Safety and Health recommendations to DOE on issues related to Environmental Protection, Environmental Restoration, and Construction Safety.
12. Perform assistance to DOE in oversight of DOE contractor activities to ensure quality process requirements exist and are implemented for the control of SC/Is, safety issue corrective actions and quality assurance.
13. Provide support to DOE in review of DOE contractors’ remediation, excavation plans, designs, and work packages for technical content and overall performance efficacy.

Prepare documents and other presentation materials as needed.

Training and Experience

Ten or more years’ experience in the excavation and disposal of hazardous waste in an oversight role, preferably in a government regulatory environment. Five years of which may be substituted by meeting education requirement.

Project Management Professional preferred.

Working knowledge of DOE requirements for management of environmental projects including applicable ARARs. An understanding of  excavation health and safety standards and methods. Knowledge of excavation methods including soil compaction, shoring, OSHA 1926 requirements and other general construction methods and techniques. Knowledge of CERCLA and RCRA regulations for the management of waste products form burial grounds and landfills. An in depth understanding of the CERCLA process from first proposal to final construction and operation of a low level radionuclide waste disposal cell is preferred.   Areas of expertise should include CERCLA/regulatory approval process, remediation design and waste cell design construction and operation.

Other Essential Functions

Must have or be able to obtain a DOE clearance.

Other Requirements

Frequent sitting and standing for the purpose of filing, organizing, etc.

Walking construction site, prolonged periods out of doors, driving to and from jobsites.
