The application deadline has been extended to 6/17. The Chief Financial Officer —a newly established role at the Smithsonian, will be a key figure in the Institution’s management team. S/he will provide influential financial management leadership, with complete authority and responsibility for the planning, oversight, management and stability of all centralized financial activities relating to programs and operations of the Smithsonian.
Serves as the principal advisor to the Secretary, the Deputy Secretary, and Under Secretary for Administration, and to senior management officials concerning Smithsonian-wide financial management activities relating to the programs and operations of the Institution. Actively participates in major planning and policy decisions affecting financial operations of the Smithsonian. Monitors execution of the Institution’s Federal and Trust budgets in relation to actual expenditures and submits timely performance reports. Ensures the development of sound financial strategic plans and budgets. Identifies key issues affecting the organization’s financial performance and develops criteria for evaluating new programs and undertakings.
Provides guidance on Federal financial management through appropriations process to budget execution. Provides guidance on trust financial management with experience in sponsored project, philanthropic sources and gift management, endowment management and investment oversight.
Evaluates business activity performance and build relationships between Smithsonian Enterprises and Smithsonian units to increase revenue and transparency. Maintains a dotted line relationship with Smithsonian Enterprises financial management.
Evaluates financial plans, policies and procedures. Reviews current financial and operational structures as well as analyze needs to address future growth and organizational changes and makes necessary adjustments as appropriate.
Oversees appropriate interpretation and application of Generally Accepted Accounting Principles (GAAP) for all aspects of the Smithsonian, and directs, manages and provides policy guidance and oversight of all financial management personnel, activities and operations.
Ensures the development, implementation, maintenance and enhancement of integrated accounting, financial management and control systems that can provide complete, reliable, consistent, and timely information on a uniform basis and in response to the emerging information needs of management. Monitors financial control activities and ensures that efficient systems and procedures to produce financial and accounting information are in place to review both past performance and anticipate emerging problems, challenges and opportunities. Develops budgets for financial management operations and improvements and provide linkages between budgeting and accounting information to support management control and planning.
Identifies and reports on financial status, financial condition and significant financial developments that senior management must evaluate. Provides management with an understanding of trends, performance benchmarks and other issues resulting from analyses of generated reports.
Develops monthly financial statements and establishes a system for annual independent audits.
Ensures prudent investment of the Institution’s liquid and long-term assets. Develops and implements risk management systems. Ensures investment policies of the Board of Regents are adhered to and recommends changes as appropriate.
Directs and manages the activities of the Institution’s financial offices, including the Office of Sponsored Projects, the Office of Contracting, the Office of Planning Management and Budget, the Office of Investments, and the Office of the Controller. Oversees the recruitment, selection, and training of personnel to carry out financial management functions. Develops performance standards for subordinate supervisors and evaluates their performance on a regular basis. Reviews and approves recommendations for key personnel actions and acts on major personnel problems referred by subordinate supervisors. Develops and monitors policies for achieving management objectives in such critical areas as staff development, affirmative action and equal employment opportunity.
Implements the Smithsonian’s asset management systems, including systems for cash management, credit management, debt collection, and property and inventory management and control. Retains responsibility for accounting of all real and personal property and other assets of the Institution except for the museum collections of scientific, historical and artistic objects. Prepares periodic reports on the nature and value of real and personal property held by the Institution, with appropriate recommendations.
Serves as the primary spokesperson representing the Institution’s financial needs and activities. Represents the Institution before the General Accounting Office, Defense Contract Audit Agency, other government agencies, commercial banks and financial institutions, as well as private organizations in dealing with all financial matters relating to the operations of the Institution. Responsible for communications and management of Finance, Audit and Investment Regent Committees. Works cross-functionally to identify issues and opportunities, maintain transparency with Regents and execute reporting requirements.

Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in Finance, Business or in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field. An advanced degree and/or certification is preferred.
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as leading and managing a financial department across a large, complex organization with myriad stakeholders. This includes experience in Federal financial leadership and knowledge of Federal Appropriations law, Federal Travel Regulations and the Federal Acquisition Regulations.
The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Demonstrated experience of federal government accounting practices, not-for-profit accounting, and federal financial operations. This should include knowledge and experience in formulating and executing federal executive level budgeting and in effectively administering complex, multi-sourced budgets that include federal appropriations, revenue generating and income-based accounts, gifts, grants, endowments, and extensive contractual services.
2. Skill in managing financial operations function including goal setting, establishing metrics and introducing policies and procedures to improve efficiency. This should include experience in areas such as budgets, risk management, financial planning, cash management, as well as management and financial reporting.
3. Demonstrated experience in building cooperative relationships between colleagues, and with internal and external stakeholders, as well as negotiating solutions that address varied, complex and occasionally opposing interests. This includes explaining positions/solutions, both orally and in writing, and gaining acceptance by museum and/or research facility colleagues and customers/managers at all levels of the organization.
4. Demonstrated skill and ability as an executive in leading, supervising, challenging, inspiring, and managing a multi-disciplined and culturally diverse workforce. This should include attracting, retaining and motivating employees and displaying a commitment to the EEO/Affirmative Action programs.
The incumbent reports to the Under Secretary for Administration of the Smithsonian Institution. Within broad policy guidelines and objectives, the incumbent is expected to exercise a maximum degree of technical and managerial responsibility for accomplishing program objectives. The incumbent keeps the Under Secretary informed concerning issues and decisions, especially about critical matters affecting financial management programs and activities. Work performed is appraised primarily in terms of overall effectiveness in achieving program goals and objectives.
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK.
