UW Medicine’s Information Technology Services (ITS) department is a shared services organization that supports all of UW Medicine. UW Medicine is comprised of Harborview Medical Center (HMC), UW Medical Center – Montlake Campus (UWMC - Montlake), UW Medical Center – Northwest Campus (UWMC - NW), Valley Medical Center (VMC), UW Neighborhood Clinics (UWNC), UW Physicians (UWP), UW School of Medicine (SOM), and Airlift Northwest (ALNW). In addition, UW Medicine shares in the ownership and governance of Children’s University Medical Group and Seattle Cancer Care Alliance (a partnership between UW Medicine, Fred Hutchinson Cancer Research and Seattle Children’s). ITS is responsible for the ongoing support and maintenance of the infrastructure and applications which support all of these institutions, along with the implementation of new services and applications that are used to support and further the UW Medicine mission.
The Learning Analyst (‘Analyst’) participates in production support of Learning Technologies and Infrastructure (LT&I) new training projects as well as ongoing training programs. The Analyst will assess customer requirements and develop functional specifications. They must maintain deep knowledge about workforce operations, audience groupings, and business rules as well as the LMS application in order to write algorithms targeting and automating training assignments. Working with the Learning Program Manager the Analyst provides consulting services to lead the customer to a solution that will meet their requirements. This includes developing workflows, configuring the LMS application, defining reporting requirements, and developing eLearning courses as assigned. The Analyst will develop and design prototypes; test and document configurations and workflows. Risks must be identified and mitigated. The Analyst will also participate in ongoing support of the system and customers and develop and maintain support tools such as SharePoint sites and application job aides. The Learning Analyst works closely with entity administrators from HMC, UMWC, NWHMC, UWNC, and VMC to support content testing and application configuration. Independent problem solving and process design is necessary to be effective in the position. Enterprise priorities and goals depend on this position.
This position is responsible for consulting, designing, and building configurations for training programs. These programs are delivered to many different groups and entities which require extensive coordination and governance development in order to be successful. This position supports the delivery of multiple training programs throughout UW Medicine.
Governance for the LMS application is evolving. While the technology has system wide reach, adoption of requirements and mandatory learning activities are often inconsistent from entity to entity. The Analyst will often need to negotiate differences and offer solutions for each entity. These differences must be configured and managed appropriately, which often leads to complex configurations which allow flexibility for the end user. Each entity environment is also different, but integratrated using one database. This allows for more than one authentication into the system and integration of HR feeds (seven total). Environments are complex and each one must be understood.
Audiences within UW Medicine are decentralized, creating a varied group of stakeholders for mandatory training. At times, training rollouts will uncover differences of policy which must be changed. For example, rollout of electronic signature functionality implies a standard understanding across the enterprise. Each stakeholder must adopt the new technology, approach and policy. The Analyst will help guide this process and escalate issues appropriately. This process requires deep understanding of the organization and its management. The Analyst must possess deep understanding of the LMS software and its infrastructure in order to lead the sponsor to the correct solution.
The person in this position must possess critical skills that enable the LT&I team to deliver mission critical training to all of UW Medicine entities to demonstrate compliance with regulatory authorities like Joint Commission. Regulatory bodies require orientation training, annual training and compliance/security training. Additionally, the position works in a team to deliver training to physicians and nurses teaching clinical procedures such as how to insert central venous lines, prescribe opioids safely, and administer moderate sedation. Adopting standard clinical protocol is part of creating an Accountable Care Network - a strategic goal of the System. The LT&I team also delivers administrative training to keep the workforce updated and delivers eLearning courses to Resident Programs. Delivering trageted training utilizing the LMS application is imbedded in most mission critical ITS projects like Electronic Medical Record projects, converting ICD-9 billing codes to ICD-10, and replacing financial and payroll systems. The scope of the LT&I Program is UW Medicine enterprise wide and each entity depends on the system to meet regulatory requirements and strategic goals.
Support for New Training Projects and Onboarding of New Business Units (30%)
Responsibilities include onboarding of new business units or groups to determine business requirements and the extent of training needs within the context of an LT&I project. This includes analyzing structures, onboarding key customer staff, developing report specifications, and facilitating management of training.
Assess customer requirements.
Provide consultation and advise on functionality and constraints of the LMS application.
Work with the Learning Program Manager to determine clear, measurable deliverables for projects.
Configure activities in the LMS application according to business requirements and needs.
Develop specifications for reports based on business needs.
Identify gaps in user requirements and LMS application capacity. Work with LT&I team to determine if ancillary tools might be appropriate.
Work with each business unit as needed to identify one or more Super Users to coordinate program information and:
Assess user roles and work with appropriate Application Administrators to grant appropriate security rights.
Identify business unit staff to backup, if possible.
Add users to communication lists.
Create and distribute training materials and provide training to appropriate users, depending on the role provided.
Project lead as assigned; support lead for assigned entity customers.
Supervises and monitors security roles as appropriate.
Identify need for and document support plans.
Document system configurations and program workflows.
Support of Business Units (30%)
In order to maintain relationships and meet changes in demands, ongoing responsibilities of the Analyst include:
In conjunction with the Learning Program Manager, collaborate with business units and stakeholders to identify and incorporate all learning, enrollment, and reporting requirements of the LMS application using consistent standards and processes.
As the LMS application expert, offer continued training and support for customers and others as appropriate or needed.
Maintain the LT&I needs of the business unit and audit customer work and report inconsistencies of standards, if necessary.
Develop additional report specifications, as needed.
Assist users with technical issues related to the LMS application.
Communicate with customer staff and other users in the LMS application to keep them abreast of changes in processes, system changes, to learn system capability and possibility of expansion of use to increase work effectiveness.
Program Operations Support (20%)
Develop support tools such as SharePoint sites and job aides.
Upload and test provided eLearning content within the LMS application.
Support other LT&I team members with creation of Learning Activities and structures within the LMS application.
Work closely with the UW Medicine IT Services Help Desk to provide efficient and responsive support to end user staff within the LMS application.
eLearning Development (10%)
eLearning is a tool that will be utilized at every level from business units to enterprise. As appropriate:
Collaborate with enterprise instructional developers and trainers to ensure developed training content meets LMS application and SCORM requirements.
Provide time estimates for PMs as requested.
Utilize eLearning authoring tools in the testing of learning activities and LMS application content.
Publish/archive online courses; add/delete accounts, set/adjust/maintain system parameters, add/delete resources as needed.
Develop eLearning modules as assigned.
LMS Maintenance (10%)
Maintenance is a requirement of all Analysts and LT&I team members. This is necessary to work with enterprise teams as well as to maintain the integrity at the domain and business unit level. Responsibilities include:
As a member of the LT&I Support Team, Analysts will participate in the testing of system upgrades and functionality changes. They will also coordinate with the team to ensure all LMS application related issues are addressed appropriately.
Act as a liaison between the LT&I team and business owners to ensure effective management and delivery of the LMS application.
Responsible for technical troubleshooting of issues and provide root cause analysis as appropriate.
Assure the efficient and effective operation of the LMS application to meet clients’ needs.
Ensure data integrity by:
Running appropriate audit reports to ensure integrity of data in the LMS applicaion as required for projects and customers.
Training appropriate users according to roles the business unit requires of them.
Maintaining communication between business units and the LT&I team.
What you’ll bring to the table: (minimum requirements)
Bachelor's degree in Computer Science, Education, or Information Technology or equivalent combination of education/experience.
4+ years experience must include the following:
4+ years’ experience assessing and developing workflows that drive standard use of technology.
4+ years’ experience supporting computer applications.
4+ years’ experience with the configuration of/using Learning Management Systems, or similar web-based applications, for a large group of users. This experience should include successfully meeting user requirements and tracking/monitoring required and optional training.
4+ years’ experience gathering user requirements.
4+ years’ experience with formal IT methodologies including development of formal test scripts, testing, project management, change management, system configuration management, design management, and the establishment and monitoring of related policies, procedures, and best practices.
4+ years’ experience in data management and analysis.
Should have understanding and knowledge of:
Learning technology and related processes (i.e. eLearning modules, development processes, integration, delivery methods, and configuring the LMS application for tracking results.)
Database fundamentals and SQL queries to aid in report development.
Standard eLearning authoring tools (i.e. Captivate, Storyline, Articulate Presenter, and Lectora).
Content standards for LMS integration (i.e. SCORM, AICC).
Planning, implementation, and support of training programs.
Successful candidates will also have:
Ability to work effectively in a team environment to achieve organizational goals.
Strong verbal and written skills to effectively and efficiently communicate with all levels of the organization to accomplish support objectives.
Strong organizational skills with a focus on accuracy and attention to detail.

Bachelor's degree or higher in Adult Education.
Experience with the SumTotal LMS.
Experience working in a healthcare setting and/or academic environment.
Experience with Graduate Medical Education.
Experience in database design and/or report writing.
Experience developing eLearning using a SCORM authoring tool such as Storyline.
