Job Description

Raytheon Integrated Defense Systems (IDS) is seeking a Program Director to lead the MFRFS (Multi-Function Radio Frequency System) product line in McKinney, TX. This is a critical leadership position for this rapidly growing area in the Mission Systems and Sensors (MSS) business. Today, MFRFS is a rapid-turn design, prototype production and sustainment product area with a vision to mature the capabilities and products to US Government and International Program of Record status. Our success has enabled the potential for a strong growth in our 5 year plan. The MFRFS Program Director is responsible for all facets of the MFRFS business. More specifically, developing the strategy, growing the business (both domestic and international), and executing technical, schedule and cost performance of the MFRFS development, production and sustainment programs. The Program Director acts as the primary interface with the customer, representatives and/or consultants to ensure alignment with customer requirements and program execution. This position requires the ability to collaborate and operate across multiple Raytheon businesses, government agencies and the customer at both the executive and product execution levels. This position leads three senior manager direct reports along with responsibility for the larger matrix organization supporting MFRFS. This position requires travel approximately 25% of the time (may be more or less depending on business needs), and will report to the MSS Tactical Radars Program Area Director.

This position will be located in McKinney, TX.

Responsibilities
Sets product line strategy, vision and tactical direction for program execution by multifunctional and multi-business team(s) and sub-contractors.
Prepares the Program Management Plan (PMP) to include data, configuration, risk and security management.
Meets contractual commitments including the financial, quality, technology, and schedule performance using the approved business model and management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re-Invention and Systems for Manufacturing (PRISM), etc.
Identifies and establishes an executable baseline and program risk and opportunity. Meets milestones and monitors adherence to program master plans and schedules.
Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.
Ensures alignment of human and capital resource requirements to achieve contract (s) performance
Analysis – work with technical staff to evaluate Engineering Change Requests and develop cost estimates for the customer. Review customer requests to ensure such requests are within contract scope.
Technical Reporting – formalizes technical reporting to the customer and collects, documents and acts, as necessary, on lessons learned; monitors, manages and reports performance against sales objectives.

This position requires an active U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Basic/Required Qualifications:
Minimum of 14 years of prior relevant experience
Bachelor’s Degree
Program management or related experience
Experience managing cost, schedule and technical performance of a large program
Knowledge of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS) and Opportunity Management, or similar business processes
Experience in strategic development or capture experience in the defense industry
Program Management Excellence (PMX) Level 3 Certification or ability to obtain certification within one year of being in role
Ability and willingness to travel, around 25% of the time
Active Secret Security Clearance (DoD)

Desired Qualifications:
Master’s Degree in STEM or business
5 years of experience as a Program Manager, and/or Cost Account Manager (CAM) on a product line
Ability to work effectively and efficiently in a fast paced, dynamic environment with time critical requirements.
Experience in planning and meeting Annual and Five Year Operating Plans
Experience developing customer relationships to fulfill their needs and ensure their satisfaction and continued business
Ability to effectively work with and communicate with all levels of management and cross functional organizations as well as with the customer
Experience in building and leading high performance and diverse teams
Direct experience managing people or resources in organizations with budgets exceeding $50M
Experience with Radar production
Experience with subcontract and Inter-Organization Transfer (IOT) management
Experience with Hardware Development and Production
Experience as a change agent, able to energize organizations to achieve beyond expectations
Ability to independently complete complex assignments and develop creative cross mission area solutions
Possesses in depth understanding of the DoD environment and acquisition process.
Experience with international business development and/or program execution.
