SAIC is building a team to support the Army’s Program Executive Office Simulation Training and Instrumentation (PEO STRI) Cyber Resiliency and Training mission including providing Persistent Cyber Training Environment (PCTE) that provides a standardized platform for training cyber mission forces in realistic virtual environments using resources from Cyber Training Ranges.

Responsibilities:
The Senior Program Manager (SPM) is responsible for the technical integration and operation of this program by providing extremely high level subject matter expertise in all aspects of Information Technology, Cyber-Security, Training, and Leadership. The SPM shall be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. The SPM will provide operational, systems and technical subject matter expertise including research, writing, integration of equipment and software, and staffing of issues in support of the PCTE mission. They will serve as the contractor's single contract manager and will be the contractor's interface with the Government Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract.
Qualifications

Education and Experience:
Master’s degree or 16 years of experience in addition to 15 years of IT experience, 10 of which are managing complex IT infrastructure programs
Twelve (12) years’ experience in Army Signal/Intelligence/Cyber at the Division level and above.

Required Skills:
Proven experience successfully managing Government Programs as a Key Person.
Working knowledge of Joint Capabilities Integration and Development System (JCIDS).
Project Management Professional (PMP) certification
Experience with IT planning processes, budget development and management to budget, and IT governance
Must have strong writing, reporting, verbal communication and interpersonal skills
Must be able to perform in a high- pressure fast-paced environment
Must be able to quickly learn and lead your team through applying new tools and technologies

Desired Qualifications

Certified Information System Security Professional (CISSP).
Experience in: large scale Program/Project Management; Hosting/Computing Services; Application Services; Data Storage Services; O&M Services; Data Archiving; Disaster Recovery / Continuity Services;
Provision of Technical Guidance to customers and Program team; Cloud Services; Hardware and Software operations, maintenance and management; Networks; and Cybersecurity Infrastructure.
Experience with MS Office, MS Project, or the ServiceNow project management capability.
Must be an independent self- starter with strong initiative.
Demonstrated experience with Risk Analysis and Risk Management.
Experience overseeing a Quality-Assurance Program.
