Summary

About the Position: Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

Responsibilities
Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems.
Performs technical surveillance of contractor systems and software controls and processes by performing independent audits, and through participation in technical interchange meetings and in-depth reviews of software development products
Provides technical comments/recommendations to the Procurement Command/Buying Activity during systems requirements reviews, preliminary design reviews, critical design reviews, and test readiness reviews.
Provides an independent analysis of software metrics such as execution time and memory budgets for programs, routines, systems, etc., in context of the total system requirements.
The incumbent is responsible for providing expert insight, evaluation, and surveillance of contractor/supplier policies, practices, and efforts relative to the analysis, design, development, testing, delivery and support of complex software systems.
Analyzes contractor software development performance data for trends.

QUALIFICATIONS: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-11 . Specialized experience is defined as experience with applications software development principles and procedures sufficient to ensure testing, design and development processes being used
produce desired software results. Experience with Software Acquisition Management and the technical merits of proposed software development programs. Knowledge of the DoD acquisition regulations and management processes.

This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
