This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Risk Management Agency (RMA), Northern Regional Compliance Office located in Eagan, MN
Conducts analysis of reports required of individuals and reinsured companies engaged in crop insurance activities to assess their compliance with mandatory guidelines.
Conducts onsite investigations to assess crop insurance program compliance.
Participates in negotiations with persons whose activities have been found to be at odds with agency guidelines.
Explains and promotes the regulatory/compliance program to those whose activities are subject to it, as well as to the general public.
Performs investigations to substantiate alleged or suspected instances or patterns of noncompliance.
Serve as an investigator with responsibility to conduct on-site reviews and evaluations of Reinsured Companies and general Risk Management program operations to ensure compliance with FCIC approved policies, procedures and guidelines.
Assist senior investigators in reviewing problems, controversies or alleged or suspected irregularities in claim inspections and payments.

Basic Qualifications:You must possess the Basic Requirements identified below to be considered for this position. Your application or resume must clearly show that you possess the appropriate experience requirements.
You may start at the GS-07 level if you have the following qualifications:
Specialized experience: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates the knowledge, skills and abilities to perform successfully the duties of this position. Specialized experience is defined as performing basic investigative assignments requiring the skill to apply standard investigative principles and techniques performing compliance assignments, receiving guidance and detailed instructions from higher grade investigators OR
Superior Academic Achievement (S.A.A.): Completion of all academic requirements for a bachelor's degree in any field which meets on of the following: (NOTE: You must attach your bachelor's degree transcript to claim S.A.A.). Class Standing: A standing in the upper third of the graduating class or major subdivision such as a school of agriculture or school of business at the time of application.- Grade Point Average (GPA): A GPA of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or a GPA of 3.6 or higher out of 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum.- Election to membership in a national scholastic honor society (other than freshmen societies) that meet the requirements of the Association of College Honor Societies OR
One full academic year of progressively higher level graduate education or masters or equivalent graduate degree from an accredited college or university with a major field of study that is related to the work of the position, and that demonstrates the knowledge, skills and abilities necessary to perform the work OR
A combination of education and experience listed above and the total percentage must equal at least 100%.
You may start at the GS-09 level if you have the following qualifications:
Successful completion of at least two full academic years of progressively higher level graduate education or master's equivalent graduate degree from an accredited college or university with a major field of study in business administration, economics, agricultural economics, agriculture, farm management, criminal justice or law; that is related to the work of the position, and that demonstrates the knowledge skills and abilities necessary to perform the work of the position; OR
One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-07 level in the Federal Service (or private sector equivalent). Specialized experience may be credited for work performed as an advanced trainee or assistant who works on segments of investigative assignments, receives detailed instructions and completed work is reviewed to assess the progress, determine the need for instruction, and evaluate the technical accuracy and adequacy of work; OR
A combination of graduate level education and specialized experience that qualified for this position. Only graduate education in excess of the first year (18 semester hours) may be combined with experience under this standard.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. Education Status: Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.
Recent Graduate appointments may not exceed two years. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
Physical Demands: Work requires long periods of standing; walking or riding horses/ATVs/motorcycles over rough terrain; recurring bending, crouching, stooping, reaching, similar activities. Regular and recurring physical exertion related to conservation work requires walking on rough terrain, jumping ditches and furrows, or climbing steep banks.
Work Environment: The work environment includes office and farm visits, meeting rooms, commercial transportation. There may be some exposure to the risks and hazards on a farm or around farm equipment and processing plants. Approximately 50-60 percent travel is involved in connection with the performance of these duties.
Conversion/Promotion to the next higher grade may occur without further competition once all legal and regulatory requirements are met to include management's certification of the continuing need for performance of duties at the higher grade level. Conversion/Promotion is not guaranteed.
This position is eligible for telework within the commuting area of the duty location of the position and other flexible work arrangements. Employee participation is at the discretion of the supervisor.
