  • Bachelor’s Degree from an accredited university preferred in Business, Public Administration, Management or related field required.
  • Experience in contract compliance and monitoring preferred
  • Exceptional oral and written communication skills
  • Three years of directly related experience in working with multi-cultural and multi-ethnic endeavors
  • Three years of administrative support experience preferred
  • Self-motivated and able to work independently
  • Ability to multi-task under time constraints and maintain accuracy
  • Strong organizational, public relations and event management skills
  • Strong verbal communication and relationship skills with an emphasis on customer service
  • Ability to work on multiple projects concurrently and to positively engage staff and community
  • Knowledge and experience in business operations and/or technical contract assistance to minority and women owned businesses, purchasing and/or construction
  • Ability to establish and maintain cooperative relationships with district employees, vendors and the public
  • Knowledge of planning and problem solving/investigative skills as required to research inquiries
  • High level of confidentiality required
  • Proficient in Microsoft Office Professional

  • Develop and execute strategies designed to maximize the participation with M/WBE businesses in all phases of the bond procurement process
  • Compile, review, compute, analyze and proofread M/WBE documentation as related to the bond program
  • Communicate with internal and external stakeholders regarding M/WBE documentation as related to the bond program
  • Create a wide variety of templates, letters, marketing materials, reports and newsletters as related to the bind program
  • Review files, records and other documents to respond to requests as related to the bond program
  • Review and analyze M/WBE Pay Activity Reports, invoices, change of vendor requests and letters on intent as related to the bond program
  • Evaluate M/WBE business performance and contract closeouts as related to the bond program
  • Disseminate upcoming business opportunities and M/WBE communications – via M/WBE app, website, electronic notification, email, publicity advertisements, etc. as related to the bond program
  • Utilize technology to enhance the M/WBE reporting, processes and procedures within the Bond Department. Maintain documentation electronically
  • Support and actively engage with bond focused activities
  • Provide administrative functions, including but not limited to scanning, filing, archiving, creating and designing publicity materials, drafting & disseminating written correspondence, following-up regarding M/WBE related matters, coordinating and documentation meetings, maintain attendance rosters, etc. as related to the bond program
  • Create listings of certified M/WBE vendors and disseminate this information to interested parties as related to the bond program
  • Utilize the B2G Now and/or other contract compliance, monitoring and reporting systems. Input information electronically within the B2G Now database
  • Attend various community, association, governmental and district meetings, functions and special events that require after work hours and weekend involvement to give more exposure to bond program opportunities
  • Provide M/WBE training to district vendors as related to the bond program. Training may include but not be limited to “Completing the Requirement M/WBE Paperwork”, invoicing, M/WBE Pay Activity Reports, etc
  • Act as a point of contact for M/WBE related issues as related to bond issues
  • Confer with M/WBE bond program vendors and directly impacted parties to investigate grievances
  • Assist with progress towards stated district goals and objectives as related to the bond program
  • Scan and file M/WBE bond program related documentation and procurement-related information
  • Adhere to federal, state and local regulations regarding M/WBE bond program participation, purchasing processes and procedures and records retention as related to the bond program
  • Keep abreast of technical, legislative and professional trends and developments affecting M/WBEs in Construction Services projects and disseminate information to appropriate personnel as related to the bond program
  • Performs all other tasks and duties as assigned as related to the bond program

Minimum Salary


Selected individuals for Dallas Independent School District positions will be placed according to compensation guidelines. A campus-based employee may not assume a new position for which he/she was selected based upon the posting process until the end of the current semester, unless approved by the chief officer – Human Capital Management.
