HEALTHCARE PROJECT ENGINEER
POSITION SUMMARY
Okland is looking for a Healthcare Project Engineer who will be responsible for assisting with all aspects of project quality assurance, construction administration, and coordination. This position will also assist in managing and coordinating the efforts of subcontractors on various projects, specifically in the healthcare sector, including assisting with change order pricing, stakeholder communications and preparing meeting agendas and minutes. This candidate will be contributing to the planning, design, and execution of healthcare construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES
-
Utilizes and maintains the company-standard project administration software, Procore, and Okland forms.
-
Keeps up to date on construction drawings and as-builts.
-
Visit each project site before construction begins and video records all areas that might be impacted by it.

Receives and creates RFIs based on field issues or document discrepancies; reviews with the project team; and forwards to the design team.

Distributes RFI responses to all appropriate subcontractors and/or suppliers and Okland employees and tracks any cost impacts associated with RFI responses.

Updates construction drawings with change documents and RFI responses, and maintains the RFI log. Prints a log for discussion at weekly owner meetings.

Processes submittals:

Creates submittal schedule and logs based upon a thorough review of specification requirements.

Reviews submittals for compliance with plans and specifications and other construction documents; marks, stamps, and transmits information to architect.

Returns reviewed submittals and maintains logs (tracking outstanding submittals, rejected submittals, etc.).

Maintains well organized file (hard or electronic) of all submittals for reference throughout project.

Controls, monitors, and reviews with the superintendent the necessary long-lead procurement items and status.

Submits operations & maintenance manuals and other pertinent close-out documents to architect and owner for project close-out.

Requests proposal and other contract document changes from subcontractors with changes, reviews with project team, and distributes to appropriate subcontractors.

Compiles quotations, reviews pricing with the project manager, and prepares a change order request.

Submits change order requests to the architect and owner and maintains a log of PRs, CORs, and CO’s.

Provides quantity take-offs for self-performed work activities.

Update construction drawings with approved changes.

Develops and regularly updates, as needed, the meeting agenda with the project team.

Records, compiles, and distributes meeting notes with review from the project manager or superintendent.

Keeps up to date on submittals, RFIs, responses, project changes & work progress, especially the items that could delay the project or cause a loss if installed incorrectly.

Maintains the electronic project folders as the project manager requests.
-
Provides the required up-to-date copies of drawings and specifications to subcontractors.
-
Quality Assurance/Quality Control: Assists superintendent in verifying that all materials installed coincide with the approved submittals.

Attends and participates in applicable meetings, such as the job "kick-off" meeting, weekly project meeting, monthly project manager-superintendent meeting, owner-architect (OAC) meeting, monthly job review meeting, and management report meeting (upon request).

Assists the project manager in creating a project directory of owner, architect, team, and subcontractors using the company’s construction management software, Prolog, or other appropriate software programs.

Ensures that the project site and construction activities are constantly documented in writing and especially in photos.

File hard or electronic inspection reports, test reports, etc.

Follows the job closeout process by doing the following: start process Day 1 of project; finish final completion within 30 days of substantial; obtain final payment within 60 days of substantial; settle subcontractors financially within 30 days of substantial; and assist the project manager and superintendent to administer and track completion of punch lists promptly. As necessary, after 11 months of project completion, set up, manage, and complete the 1-year warranty walk.

Monitors and enforces, along with the project team, Okland safety and OSHA safety standards to maintain a safe working environment for all employees and site visitors.

ADDITIONAL DUTIES AND RESPONSIBILITIES
-
Ensure compliance with OSHPD regulations and standards for all healthcare construction projects.
-
Manage and oversee all aspects of healthcare construction projects from conception to completion, ensuring that all projects adhere to the highest standards of safety and quality.
-
Markets the company to the owner and architectural team; engages the Business Development Department in pursuing future opportunities.
-
Assists the project manager in continually monitoring job cost reports by making certain that proper quantities are entered, and cost projections are accurate; also accounts for all subcontractor cost impacts to the budget.

Understands the logic of a schedule and works with the project team, as requested, to ensure that the detailed construction CPM schedule is met.

Assists with 3-week look-ahead schedules.

Assists the project team to create, manage, and modify a subcontract agreement and/or purchase order.

Coordinates with the project manager to track master subcontract agreements and ensures that the office receives signed agreements back.

Performs SWPP and LEED inspections for the project, if assigned and certified.

Provides jobsite safety orientations for subcontractors and Okland employees, if assigned.

Assists the project manager and job cost accountant, as necessary, with preparation and review of monthly pay applications.

Provides clerical activities, as needed, with project staffing.

Assists with project bids and bid solicitation, as requested.
EDUCATION/EXPERIENCE REQUIREMENTS
-
Bachelor's degree or 2+ years of related experience working on commercial construction projects; or an equivalent combination of education and experience.
-
Proven experience managing ground up construction projects, specifically in the healthcare sector.
-
Solid knowledge of OSHPD regulations and standards, with experience managing OSHPD Healthcare Construction Projects.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of established construction and maintenance practices, procedures, and techniques, as well as applicable local, state, and federal building codes.

General knowledge of LEED principles.
- Familiarity with a wide range of equipment and tools, and proficiency in skilled construction, maintenance, and repair tasks.

Advanced understanding of construction scheduling and cost control.

Thorough and attentive to details; ability to prioritize and multitask; proactive and deadline oriented.

Ability to read and understand work orders, safety rules, operating and maintenance instructions, and procedure manuals.

Ability to interact effectively with customers, vendors, and employees at all levels of the organization.

Ability to read and comprehend complex instructions, correspondence, memos, blueprints, construction documents, contract documents and specifications.

Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization

Ability to solve practical problems and deal with a variety of concrete and abstract variables in situations where only limited standardization exists.

Possess strong computer skills; proficient in MS Excel, MS Word and MS Outlook, and document editing software (e.g., Bluebeam, Adobe Acrobat, etc.). Ability to navigate and/or use CAD software.
