Proposal Manager

Enterprise Information Services (EIS) has an immediate need for an experienced hands-on Proposal Manager (PM) to develop winning proposals for Federal government customers. The PM is a key contributor with a significant level of responsibility for ensuring proposals are developed to provide the highest probability of winning the work. Tasks include planning, organizing, facilitating, and executing proposals (both prime and subcontractor role; IDIQ, Project, and Task Order). PM is responsible for ensuring proper proposal processes are effectively and efficiently implemented and managed for all proposals assigned to lead. The PM should have significant experience in maintaining a knowledge management system in the proposal environment. PM should have the skills to develop high quality proposals that are compliant to every RFP and RFQ requirement, tells a coherent story, integrates differentiators and win themes. Articulate writing and technical editing skills are important.


  • Excellent communication skills with high level of proficiency in business and technical writing, editing, and proofreading;
  • Extensive understanding of capture plans and proposal processes, primarily with federal government customers;
  • Ability to coordinate various levels of management project managers, technical personnel and client organizations effectively
  • Demonstrated ability to translate complicated ideas into language easily understood by others;
  • Superior analytical skills to respond to RFP requirements;
  • Team player with excellent communication skills; ability to communicate with various levels of management, technical personnel and client organizations effectively;
  • Ability to work independently with minimal supervision and exercise judgment with wide latitude and discretion;
  • Ability to prioritize and assign tasking based on impact to probability of winning


  • Bachelor’s degree with a minimum of 8 years of Federal government proposal writing, proposal preparation and management experience with a documented win rate
  • Advanced user of Microsoft Office, including use of Styles in Word
  • SharePoint as collaboration and document management platforms
  • Certification in Program Management and/or Proposal Management desired
  • Ability to develop proposal graphics a plus
  • Certified proposal training from Shipley Associates or similar professional training highly desired
  • Able to pass a background check
