Full Job Description
Manage and perform highly complex cost proposal processes and develops deliverables to ensure timely delivery and compliance with external client, firm standards and the estimating system. Advise senior executives and decision makers regarding key business metrics, risks and options and generate original content in response to solicitation requirements, as needed. Perform and supervise cost and price analysis and estimates for highly complex proposal efforts, develops and prepares pricing schedules and cost volumes in response to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and or Rough Order of Magnitudes (ROMs). Assist in preparing price estimates and cost and price strategies, identifies risks, and interprets solicitation requirements for various types of contracts, including CPFF, CPAF, FFP, T&M, IDIQ task order, and GSA schedules. Review proposal team inputs to ensure compliance with government regulations, including TINA and certified cost or pricing data and compliance with internal company policies, Cost Estimating System Manual (CESM), FAR, CAS, and solicitation requirements, and address deviations. Assess inputs and documents from proposal team members and advises for sufficiency. Collaborate with cross functional teams, including contracts, subcontracts, small business office, program business support, compliance, and HR on specific proposals and portfolio processes. Due to the nature of work performed within this facility, U.S. citizenship is required.
5+ years of experience with pricing in a federal government environment
Experience with pricing strategies, structures, tools, and communications, including competitive price point analysis and aspects of negotiation, accounting practice, contracts administration, and project management
Knowledge of FAR, including FAR Parts 12 and 15, agency supplements, estimating systems, and cost accounting standards
Ability to counsel proposal teams on price strategy based on past records
Ability to support a fast-paced, high-volume diverse workload
Ability to obtain a security clearance
BA or BS degree
Experience with developing or delivering price strategy presentations or analyses and training to executives and key decision makers
Possession of excellent oral and written communication skills
Possession of excellent analytical, organizational, and critical thinking skills
Possession of excellent Excel, Word, and PowerPoint skills
