Flatter is looking for personnel to support the Infrastructure Security Compliance Division (ISCD) at the Department of Homeland Security (DHS) In accordance with the Chemical Facility Anti-Terrorism Standards (CFATS), 6 CFR Part 27, ISCD’s primary role is to secure our Nation’s high-risk chemical facilities, mitigating chemical facility security risks through the systematic regulation, inspection, and enforcement of chemical infrastructure security requirements.

Personnel will support the Future Works Training Subgroup and the ISCD Training Improvement Project and assist in the development of a role-based competency model and transparent qualification system to address these issues and incentivize employee development. Many professions possess certification programs to establish standards of excellence and credibility with their stakeholders. These certification programs require individuals to demonstrate specific knowledge, skills and abilities (KSAs).

Both the ISCD Training Improvement Project and the Future Works Training Subgroup employed a role-based approach in lieu of job series because in any single job series, employees often perform a wide range of functions. Each initiative concluded that it is the role and associated competencies, not the job series, which drives each position’s unique training needs. These efforts have focused primarily on baseline qualification requirements and did not address specific professional development needs.

The ISCD Training Improvement Project is currently identifying course gaps to satisfy its draft role-based competency model. The actions required to fill these gaps vary in complexity, ranging from wholesale new development to minor updates to existing internal courses. While analysis remains ongoing, initial findings suggest that these gaps are mostly associated with program-specific requirements (i.e., CFATS-related processes).

DHS CISA Managing Instructional Developer/Technologist:

Master’s Degree or 7+ years of Equivalent Experience. Top-level technical expert in Instructional Technology. Acts independently under general direction. Provides technical leadership on complex projects. Plans, develops, and organizes training solutions and programs. Analyzes training needs and prepares special courses and related manuals. Normally conducts training and development classes and assists in developing criteria to measure effectiveness of classes. Reviews and recommends new and evolving research, methods, and techniques related to training and developing business systems to meet program requirements.
