You will serve as a Human Resources Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel - ODP in Herndon, Virginia. This position provides advice, guidance and/or assistance to managers, employees and applicants in the areas of staffing, recruitment & placement, suitability/security, employee relations, training and development, and benefits.
As a Human Resources Specialist at the GS-0201-12, some of your typical work assignments may include:
Performs staffing and recruitment and placement activities for a variety of positions in the competitive service and excepted service.
Advises management on merit promotion and recruitment matters and on planning for future staffing needs ensuring appointments are within the scope of HR laws and regulations.
Assesses the qualifications of applicants and determines the grade level(s) and occupations(s) for which they are qualified.
Prepares/codes personnel actions for employees such as accessions, promotions, reassignments, etc.
Reviews background investigation forms for completeness and submits for processing. May serve as eQIP Administrator for the ODA background investigation process.
Serves as liaison between the Center and the Office of Disaster Strategic Engagement and Effectiveness (ODSEE) and the Benefits Team providing advice and guidance to supervisors, managers, and employees in areas related to performance management, employee relations, training and development, and benefits.
This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years.
Mandatory Overtime: During heightened disaster activity, substantial compensated hours up to seven days and week and 10-14 hours a day may be required.

This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Coding and/or reviewing Requests for Personnel Action (SF-52s) for a wide variety of personnel actions for Federal government civilian employees, such as accessions, promotions, reassignments, awards, etc;
Performing two or more functions related to advertising and filling positions, must include reviewing applications in order to make qualifications determinations for positions;
Utilizing an automated system to initiate background/security investigations or reviewing background investigation forms for completeness;
Communicating with managers, employees and/or applicants both orally and in writing to provide guidance, respond to inquiries, and or obtain information related to staffing and recruitment & placement activities.
