The Upper Occoquan Service Authority (UOSA), a leader in water reclamation, is in search of a Controller to administer

financial management and control system for UOSA.


The Controller is responsible for all aspects of the Authority's financial functions including cash management, accounts payable/receivable, accounting, budgeting, auditing, investments, insurance, bank relations, financing for Capital Improvement Program (CIP), industrial cost accounting, management control system, and preparing reports for the UOSA Board of Directors and Senior Management. Supervises Finance Department staff. The work is performed under the general supervision of the Director of Finance.


  • Thorough knowledge of the principles, methods and practices of public finance; thorough knowledge of the approved principles and standard practices of centralized, budgetary and accrual accounting, treasury management, and revenue administration.*
  • Effective supervision practices.**
  • Knowledge of applicable local, State and Federal rules, regulations and laws including GAAP, GASB and IRS regulations.**
  • Ability to plan and organize the work of units engaged in a variety of financial and related activities, **
  • Ability to supervise departmental personnel, ability to prepare and submit clear, concise and accurate reports either orally or in writing.**
  • Ability to establish and maintain effective work relationships with other employees, governmental officials, legal counsel, bond counsel, financial advisor and the general public.**
  • Must be able to handle physical requirements of position to include walking, bending, stooping, lifting, and carrying 30 pounds.

Experience with UOSA-provided software applications such as JD Edwards EnterpriseOne and Microsoft Office is highly desirable. Possession of a CPA certificate or designation of Certified Public Finance Officer (CPFO) is preferred. Possession of a vehicle operator’s license valid in the Commonwealth of Virginia is required. Attendance at meetings, conferences, seminars, and training sessions is required occasionally. Some overnight travel and weekend work are also required from time to time.


Extensive progressive experience in utility financial planning and administration, including some responsible supervisory experience, experience with computer applications and automated financial systems, and graduation from a four year college or university of recognized standing with major work in finance or accounting and preferably completion of graduate courses in accounting, business administration or related fields; or any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities is acceptable.
