SUMMARY

Bering Straits Information Technology, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Instructional Designer/Trainer in Suitland, MD. Instructional Designer/Developer are needed to support the systems and operations for the Census Bureau’s Current Surveys and/or 2020 Decennial. The candidate must have experience in designing, developing and revising e-Learning developing tools, and classroom training as well as delivering training. The candidate will be responsible for developing training for software systems, operation procedures, training materials, and facilitating/conducting training sessions.

The candidate should be experienced and skilled in all aspects of the Instructional Systems Development.
  • Experience with eLearning development tools such as Adobe Captivate Software, Camtasia, and Articulate Storyline

  • Experience with presentation software (Advanced PowerPoint)

  • Experience in designing, developing, and implementing e-Learning courses

  • Knowledge of desktop publishing software (MS Publisher, InDesign)

  • Knowledge of LMS processes and general Learning and Development processes

  • Experience creating online course components (assessments, assignments, lessons, etc) utilizing tools in the LMS

  • knowledge of SCORM technologies

  • Experience testing of LMScourses prior to their release

  • Experience uploading courses into the LMS

  • Experience with Multi-media to support learning (e.g., visual aids for face-to-face, various multimedia for e-learning and online

  • Experience in curriculum design and development, and instructional design

  • Experience with adult learning theories

  • Experience delivering instructor-led training

  • Proven ability to meet and manage aggressive timelines

  • Strong analytical, technical, and problem solving skills

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

Education:
  • Bachelor’s in Education, Multimedia, Training, or appropriate related discipline
  • Three (3) years’ experience in relevant experience developing in Articulate Storyline, Adobe Captivate, Advanced PowerPoint.
  • Learning Management System (LMS), Shareable Content Object Reference Model (SCORM)
Certifications:
  • Instructional Design, Instructional Technology, Learning and Performance, Educational Technology preferred
Knowledge, Skills and Abilities

Preferred

The Contractor should have knowledge and experience in:
  • All phases of the ADDIE model (Analysis, Design, Development, Implementation and Evaluation)
  • All phases of the Successive Approximation Model (SAM)

  • Section 508 compliance

  • Developing, planning, organizing, and designing instructional materials including web-based and classroom training to support the Decennial Census training programs

  • Collaborating with Subject Matter Experts (SMEs) to gather information about goals and objectives to be met for the Decennial training programs

  • Developing training objectives and training plans

  • Using e-Learning software and authoring tools (e.g., Articulate Storyline, Adobe Captivate, Camtasia, Advanced PowerPoint, etc.)

  • Using desktop publishing software (MS Publisher, InDesign)

  • Using LMS

  • Using SCORM

  • Creating Multi-media to support learning (e.g., visual aids for face-to-face, various multimedia for e-learning and online

  • Delivering instructor-led training

  • Developing storyboards for e-Learning and Classroom training

  • Design and develop training for software and non-software systems

  • Developing training, including developing skill/proficiency checks; performance assessments, designing and incorporating relevant practice exercises, selecting appropriate approaches for delivering training;

  • Developing classroom training guides, job aids and training aids

  • Developing necessary supportive training aids, such as manuals, user guides, and instructional materials

  • Determining the appropriate sequence of instructional activities

  • Conducting training Dry-Runs

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
