Full Job Description
This position is in the Bureau of Consular Affairs, Office of the Executive Director, Department of State. Incumbents perform duties as a Management Program Analyst, on an intermittent basis, at Foreign Service posts, and/or in domestic offices within the bureau, on an “as needed” basis to fill emergency staffing shortages and to work on special projects and assignments.

Plans, conducts, and/or leads comprehensive studies of the infrastructure needs which present unique and complex challenges given the global scope and diversity of consular operations.
Reviews, analyzes, and validates requirements for construction, and infrastructure support at 230 consular locations worldwide.
Provides authoritative advice and guidance on new consular section design and construction requirements to regional analysts and CA/EX management.
Manages budgets for construction/renovation projects including reporting funding adjustments and recommends funding changes for future construction/renovation projects.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in assisting advisory staff, particularly the regional analysts and advisors, in analyzing and interpreting statistical data;
Experience in reviewing project expenditures for accuracy and compliance with financial plans; and
Experience in planning, composing, and conducting presentations and briefings for senior management officials.
There is no substitute of education for specialized experience for the GS-14 position.
