This is mid-level professional community-based work supporting persons with developmental disabilities.
Serves as primary contact to assist persons with developmental disabilities in obtaining services within a functional area of expertise such as: autism, employment, self-directed services, and/or intake/eligibility.
Assists less-experienced Developmental Disabilities Community Workers by providing information concerning agency practices, administrative rules and regulations, community resources, service providers, and programs.
Evaluates community resources and unmet needs to make recommendations concerning the development of new services or modifications in existing services.
Monitors services to ensure that the terms of authorization are being fulfilled by the provider, to check on quality of services, and to review progress of persons receiving supports and services.
Coordinates intake activities for all consumers, including the evaluation of applicants for services through the use of various assessment tools and the review of medical, educational, and psychological records; participates in the determination of initial and continuing eligibility based on specific guidelines as set forth in state regulations.
Completes eligibility re-determinations for ongoing recipients of services at the ages of 5, 18, and 22, and for other recipients when the need for re-determination is indicated.
Refers individuals to other resources and appropriate agencies for services; assists those persons in accessing other necessary services.
Provides technical assistance to service providers on service development; implementation and quality; and compliance with rules, regulations, and guidelines.
Provides training and technical assistance with regard to employment resources and employment related issues.
Participates in and promotes the expansion of employment opportunities for persons with developmental disabilities.
Serves as a liaison for employment related matters to school districts, service providers, the Regional Office, and persons who have developmental disabilities and their families.
Serves as the contact person at the Regional Office for the Parent Advisory Committee for autism.
Coordinates special projects related to autism and autism services; assists in problem-solving with regard to these projects and services.
Serves as a resource for service coordinators, community providers, persons with autism, and their families with regard to autism services.
Provides training, technical support, and problem-solving with regard to all aspects of self-directed services.
Coordinates the enrollment, authorization, and record review processes for self-directed services.
Coordinates the collection of relevant data and prepares reports related to specific work as assigned.
Prepares and maintains accurate records of work activity for billing purposes.
Exercises independent judgment in making decisions related to assigned area of expertise; receives general supervision from a higher-level professional.
Performs other related work as assigned.
Knowledge, Skills, and Abilities:
Intermediate knowledge of developmental disabilities and supports needed for persons with disabilities to live and function in a community based setting.
Intermediate knowledge of the behavioral sciences and allied disciplines involved in the evaluation, care, and support of persons with developmental disabilities.
Intermediate knowledge of interviewing methods, principles, and techniques.
Ability to collect and analyze information to make decisions regarding the effectiveness and quality of support plans and services.
Ability to write clear and comprehensive reports and evaluations of incidents, services, support plans, and quality reviews.
Ability to communicate effectively with persons with disabilities and their families, other division staff, and service providers.
One or more years of experience as a Developmental Disabilities Community Worker I and/or as a Case Manager I (Developmental Disabilities) with the Missouri Uniform Classification and Pay System.
A Bachelor's degree from an accredited college or university with a minimum of 24 earned semester hours or 36 earned quarter hours in one or a combination of the following: Elementary or Secondary Education, Special Education, Early Childhood Education, Psychology, Social Work, Sociology, Counseling, Recreation (including specialty areas such as Art, Dance, Music, or Physical Education), Speech-Language Pathology or Audiology, Occupational Therapy, Physical Therapy, Nursing, or other specialties in the field of human services; and,
Three or more years of professional experience as a Registered Nurse, or in social work, special education, psychology, counseling, vocational rehabilitation, physical therapy, occupational therapy, speech therapy, or a closely related area, including one or more years of experience working with persons with developmental disabilities.
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required general experience at a rate of 24 earned graduate credit hours for one year of experience.)
