Essential Job Duties
In a lead role, the Program Specialist III acts in the capacity of the Property Manager in his or her absence and as directed. They will manage a caseload of complex annual and interim recertifications as assigned by the Property Manager, perform lease-ins, and investigate allegations of fraud. Maintains accurate automated resident files; accurately computes tenant rents and retroactive rents, in accordance with applicable Federal program guidelines. The Program Specialist III will audit resident files to ensure program compliance using Yardi software. They are to train staff on policies and regulations, address and issue lease violations, collect debts owed, generate and prepare legal notices and settlement agreements. Prepares productivity reports, statistical, and status reports regarding the site's public housing management program indicators such as rent collected, vacant units, status of monthly recertifications, etc. Responds to public inquiries by phone or via written correspondence; and performs other related duties as assigned. Additionally, represents the Housing Authority in hearings and in court.
Qualifications
Education and training equivalent to a degree from a four-year college or university with coursework in public administration, social science, or a related field, and three years of responsible experience in the provision of affordable, Section 8 or public housing. Two-years of coursework in Housing Industry related training and four years of case management experience in public affordable housing or Section 8 program may be considered in lieu of a college degree. Bilingual in Spanish is highly desirable.

Knowledge of Federal Regulations and Public Housing program policies and procedures, understanding of rental leases and knowledge of Fair Housing regulations is required. Experience with Yardi or other housing software programs is required. Must have direct experience working with low-income families, seniors and persons with disabilities. Ability to effectively conduct group presentations; interpret, apply and enforce program regulations; and maintain accurate records. Ability to multi-task, perform well under pressure and in a fast-paced environment; work independently and communicate effectively both orally and in writing; and establish and maintain positive working relationships with staff, representatives of local government, program participants, community-based organizations and the public. Must have excellent customer service, problem-solving, and leadership skills.

Additional Information
Possession of a valid California Driver's License, a satisfactory driving record, and a reliable insured vehicle are required. Section 3 compliant. A check of criminal history will be required prior to appointment. This is a grant-funded position. Continuation of employment is contingent upon continued funding.

Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants, whose qualifications most closely meet the needs of the Division, will be invited for an interview appraisal, written exercise, and computer and rent calculation skills tests. Those applicants who do not complete the application form and supplemental questionnaire may be disqualified.
