Job Summary Responsible for the strategic and operational functions of the Supply Chain, Clinical Engineering and Biomed function of Memorial Hermann Health System, including contracting, cost management, procurement, purchasing, logistics, sterile processing, materials management and centralized distribution activities, medical equipment planning and purchasing, and compliance with all applicable regulations related to medical equipment to the best benefit of the organization. Leads teams consisting of the Associate Vice President of Supply Chain, the Associate Vice President of Sterile Processing Operations and Logistics, Director of System Clinical Engineering, directors, managers, business analysts, procurement staff, and buyers to assure timely and effective performance of department objectives, effective staff performance and participation in strategic planning and project development.

Education: Masters degree required in Healthcare Administration, Business, Finance, Accounting, or Supply Chain management or in a related field
Licenses/Certifications: Certification or other credentialing via the American College of Healthcare Executives, Healthcare Financial Management Association, the Institute of Supply Management, and/or other relevant organizations is preferred
Experience / Knowledge / Skills:
Minimum eight (8) years of progressive experience in supply chain management at the senior executive level, with multi-hospital, advanced informatics, and enhanced distribution services, required
Spend range of at least $500 million annualized
Prior experience providing related consulting services preferred
Strong track record of identifying, establishing, and leading performance improvement efforts, including LSS, for supply cost management, inventory utilization improvement, and process improvement
Must be able to demonstrate knowledge and skills necessary to direct and review product analysis, recommend product selection and utilization conversions, coordinate decision making with clinicians and other care providers, and manage contract implementation upon selection decision completion
Prior experience in centralized services, including sterile processing, logistics and distribution services and procurement systems for multi hospital systems essential
Extensive experience managing clinical resources and contracting personnel for medical, critical care, surgical including tertiary and quaternary levels of care, and teaching/research activity
Excellent oral and written communication skills: Must be able to develop staff capable of producing corporate presentation materials appropriate for medical staff and senior executive review for products assigned
Ability to effectively coordinate with Legal Services and Finance regarding contracting and contract management activities and personnel
Ability to build relationships, negotiate, influence, and create win-win situations with multiple stakeholders, including facility level executives, corporate staff, and members of the medical staff and medical staff leadership
Capable of developing staff that provide strong analytical capabilities sufficient for value proposition development, least cost scenario development, and make vs. buy comparisons; competent at analysis and reporting via Excel and Tableu, and appropriate presentation programs
Knowledge of healthcare product topics must be sufficient to communicate at all levels regarding product needs with key managers, directors, physicians and other care provider staff
Able to develop a staff with demonstrated expertise in contracting and negotiations, including Group Purchasing Organization contract accession, and implementation, with the ability to professionally and capably conduct both large and medium scale contract negotiations to the benefit of MHHS
Demonstrates an insatiable appetite for new and emerging technologies in the healthcare product and purchased services industries
Must demonstrate exemplary ethics in words and deeds, and enlist staff in same, to assure the highest level of integrity for the Sourcing function of MHHS

Participates, annually (or more often), in and/or lead development of strategic initiatives sufficient to meet budget needs and expectations of MHHS, in conjunction with Finance and Senior (Executive) Management planning processes.
Provides direction and guidance to the AVP – Supply Chain, who oversees the development of a robust program for supply and purchased services cost management and control. Assure all efforts are conducted in concert with Medical Staff and operating department leadership, including CPC and other administrative/care provider interface functions within MHHS. Assure all work product developed for Sourcing activities accurate, comprehensive, and addresses all business topics involved.
Establishes performance monitoring/KPI programs in coordination with Corporate quality programs, consistent with industry trends and best practices, for all areas within scope, including Sourcing, Procurement, Informatics, Sterile Processing, Biomedical Services, Clinical Engineering and Corporate Distribution Services.
Provides direction and guidance to the AVP – Sterile Processing and Distribution who oversees centralized services programs including Sterile Processing, centralized warehousing and distribution (whether outsourced or in house), consistent with corporate goals and objectives and facility needs across the system.
Provides direction and guidance to the Director- Clinical Engineering who oversees clinical engineering, biomedical services and vendors, and the purchase and maintenance of medical equipment across the system. Ensures equipment is maintained and available within all MHHS and regulatory guidelines.
Leads budget development for department operations, and for supply and purchased services spending for the corporation. Assure all areas within span of control meet assigned budget requirements at all times.
Develops programs for product review, cost management and cost reduction, and new product accession, coordinating assignments, reviewing/contributing to work product, and assuring work completion according to project timelines.
Provides ongoing training, orientation, and regular education with respect to product changes and new product agreements to teams . Coordinates with senior leaders on changes in medical equipment requirements or maintenance, particularly as related to capital construction projects.
Assures full participation in advanced procurement to payment programs including ACH, rapid payment cycle, and streamlined control environments, in coordination with Finance Department requirements.
Serves as executive point contact for significant vendors and industry contacts, including Group Purchasing Organizations, prime distributors, and significant product manufacturers and distributors for the benefit of MHHS.
Works with the EVP, Acute Care Services and hospital administration teams to develop and implement programs for performance measurement and monitoring (Key Performance Indicators) for all contracted services at Memorial Hermann.
Ensures safe care to patients, staff and visitors; adheres to all Memorial Hermann policies, procedures, and standards within budgetary specifications including time management, supply management, productivity and quality of service.
Promotes individual professional growth and development by meeting requirements for mandatory/continuing education and skills competency; supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor and resource to less experienced staff.
