Key Relationships: CIO, SVP of Strategic Systems, EVP of Financial Risk Management, FVP and Chief Technology Architect, FVP of Technology Infrastructure, FVP of Enterprise Architecture, and VP of Technology Business Management

This is a senior IT leadership role at a highly regulated and systemically important financial institution. The role requires an individual who can successfully interface with OCC’s senior management, Board of Directors, and industry regulators. As a senior leader, effective and polished communication, strong leadership and team development, resource management discipline, and the ability to effectively execute on multiple fronts are baseline expectations for this role. The firm is responsible for operating within the global financial market infrastructure as a critical service provider to market participants. OCC places critical emphasis on compliance with applicable laws and regulations, and maintains high standards for information confidentiality, operational integrity and system availability. This is a highly rewarding and challenging role that requires well developed leadership, problem solving, strategic decision making, and execution capabilities. The FVP Risk Solution Delivery and Support is a proven leader capable or establishing, growing, running high performance teams within a dynamic and heavily regulated industry. Paramount is strong expertise and experience enabling business outcomes through the delivery of technology solutions. This individual must have a proven track record of establishing trusted relationship across functional areas and stakeholder groups at the Enterprise level and must excel at linking strategy to execution in an iterative manner through the delivery of solution capabilities. This role requires a continuous improvement and quality focused mindset and the ability to operate in a matrixed product/capability focused operating environment with teams geographically diversified across multi-locations.

Success in this role requires Capital Markets, Options, Derivatives, Equities, as well as Financial Risk Management domain expertise in conjunctions with extensive Technology leadership and solution delivery expertise. The role requires experience leading both strategic initiatives at the high level as well as tactical execution and the management of production systems within the OCC operating according to documented standards and KPI’s.

Requisite to the role is ability to manage rapidly evolving computing paradigms for applications, connectivity, security and infrastructure, as well as the ability to translate business requirements into technical systems and the ability to explain the operation of technical systems to key stakeholders outside of technology.

OCC has embarked on a multi-year company level transformation which calls for wholesale replacement of its current legacy technology with a contemporary Hybrid Cloud technology ecosystem. Additionally, at the heart of this transformation is moving from manual processes to automated processes, uplifting core of solution delivery practices, and positioning a workforce capable of delivering via iterative agile and CI/CD.

As context, the current computing infrastructure is built around the core clearing processing and risk management application (ENCORE) running on Unix and Redhat Linux. Database technology is DB2 for z/OS handling approximately one million transactions daily.

The FVP Risk Solution Delivery and Support will work with management to ensure IT solutions align with business objectives, the maintenance of our custom software, lower operational costs through automation, drive our organizational transition to leverage cloud computing, develop skilled teams required to meet our future needs and incorporate emerging technology when appropriate.

In partnership with the IT Leadership Team, the FVP Risk Solution Delivery and Support will lead the technology organization to:

Work with business and industry stakeholders to assess opportunities to implement relevant innovative and business enabling technologies.
Define solutions required to achieve desired business outcomes.
Work with the business to set clear priorities and focus team efforts.
Establish and drive organizational processes that enable the successful implementation change initiatives.
Develop and lead an effective leadership team that has the necessary competencies to assist in carrying out these responsibilities; working with the IT senior leadership team to drive a thoughtful talent strategy; foster, develop and recruit a world class bench of talent and build a strong succession plan.

Supervisory Responsibilities:
Lead teams in the design and acquisition of flexible, extensible systems that reduce OCC’s total long-term IT costs.

Manage resources against commitments to ensure high quality solutions are consistently delivered to established expectations.

Ability to quickly gain credibility as a strong, professional executive who can work with the CIO to provide clear leadership for IT.
Demonstrate and embed the behaviors and competencies that create a risk aware and regulatory compliance and internal control mindset within the organization.
Operate effectively as a member of the executive team through partnership, collaboration and influencing across lines of business and corporate functions.
