You will serve as an Administrative Specialist in the Fleet Readiness Directorate (FRD) Installation Office (FIO) of NAVWARSYSCEN ATLANTIC CHARLESTON SC located in Portsmouth, VA.
You will serve as the Task Order Contracting Officer?s Representative (COR), performing COR duties in the NIWC Atlantic Area of Responsibility (AOR) for Surface Modernization Efforts.
You will monitor the receipt of contract deliverables, verify the accuracy of contract vouchers, and monitor contract expenditures.
You will create procurement packages and develop acquisition strategies that strive to attain the best value to the government.
You will provide guidance in developing documentation to include Contract Data Requirements List, Contract Security Classification Specification, performance work statements, specifications, source selection criteria, and post-award packages.
You will plan, evaluate, and monitor contract execution to understand, analyze, execute and communicate acceptable solutions to overcome challenges and mitigate cost, schedule and performance risks.
You will ensure compliance with Department of Defense and Department of the Navy directives, Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulations (DFAR), Program Executive Office (PEO) policy and other relevant guidance.
You will review Alteration Installation Team Work Control Packages ensuring installations are compliant with Naval Sea Systems Command Technical Specification.
Occasional travel - You may be expected to travel for this position.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (NO-03) or grade level (GS-9/10) in the federal service or equivalent experience in the private or public sector performing most or all of the following: 1) Assessing the productivity, effectiveness, and efficiency of an organization's acquisition program operations using a wide range of analytical and evaluative methodology; 2) Monitoring and managing tasking on assigned contract task orders; 3) Conducting studies to provide authoritative advice on complex issues in procurement and acquisition matters for managerial decision making; 4) Communicating with internal and external stakeholders to ensure acquisition program needs are addressed and program goals are met; and 5) Ensuring operations are compliant with established regulations, procedures and sound management practices.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
The pay schedule and pay band for Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
