The Assistant Vice President, Real Estate, Planning and Space Management supports the mission of the University by overseeing campus master planning, real estate, space management, capital budgeting, and historic preservation. A member of the Administration and Finance leadership team, the AVP is also responsible for formulating programs, policies, and procedures to ensure that the physical needs of the research, academic and administrative functions of the University are met.

Essential Functions:
Oversees, develops and submits annual capital and system-funded budget requests and five-year plans, including USM documentation and Department of Budget and Management documentation (CBIS); prepares oral and written testimony for President; and negotiates for approval of capital programs and modifications.

Develops and submits UMB cash-funded project requests to USM for approval.
Gathers data, interprets needs, conducts interviews, and develops and analyzes options for projects.

Oversees development of UMB Facilities Master Plan; manages its review and approval by the Board of Regents.

Formulates and develops the recommendations and strategies for implementing the University’s Facilities Master Plan.

Advises University administration on policy, specifically related to matters of space management, architectural character and aesthetics on campus, including landscaping, signage, graphics, lighting, urban design and related elements of the Facilities Master Plan.

Develops a strategic and operational plan for all of the University’s real estate assets to foster and facilitate the development of campus and community conformity with the approved campus master plan.

Oversight for all campus real estate related matters including leasing and property disposition, identifying facility options, negotiating lease terms, setting rental rates for UMB space, securing necessary reviews and approvals of leases, completing due diligence for property acquisitions and dispositions, negotiating sale/purchase prices, and securing required reviews and approvals.

Tracks private use of bond-funded projects to ensure compliance with bond requirements/parameters.

Maintains accurate and up-to-date UMB space inventory system.
Serves as owner representative for key facilities projects through all stages of implementation, including programming, design, construction and move-in.

Conducts space needs assessments, develops options for addressing needs, and oversees implementation of recommendations.

Provides furniture layout and acquisition assistance to administrative units as needed.

Oversees capital equipment (MCCBL funded) purchases to ensure appropriate use of funds.

Represents UMB on several boards, including Downtown Baltimore Child Care, Market Center Merchant’s Association, and Bromo Tower Arts District.

Represents UMB on various University System of Maryland committees.

Member of numerous UMB campus committees; serves as co-chair of UMB Signage and Campus Environment Committee.

Serves as a historic preservation officer for the campus. Oversees the development and implementation of historic preservation plans.

Performs other related duties as assigned.


Education: Master’s degree in regional or urban planning or other field of study related to the nature of the position is preferred, Bachelor's degree required.

Experience: Ten (10) years of related experience including a minimum of five (5) years capital budgeting experience.

Supervisory: Five (5) years of senior management experience that involved in recruitment, training and professional development of staff and directly responsible for the performance of staff.
