This position is located in the Office of Congressional and Legislative Affairs (OCLA) Director of Operations and Administration, Office of Congressional and Legislative Affairs office and serves as a Staff Assistant responsible for supporting Director of Operations and Administration (OCLA) programs, and business processes.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
- Plans, coordinates and organizes in-depth analyses, review an evaluation of OCLA programs, policies and procedures.
- Applies a wide range of qualitative and quantitative methods to assess complex management and Administrative processes and systems.
- Oversees completion of assignments from the Secretary's office and other VA offices as well as assignments from the Assistant Secretary to subordinates.
- Works closely with the offices of the VA Executive Secretary's and VA Chief of Staff.
- Serves as a liaison between the Assistant Secretary and senior officials, industry management, stakeholders, and others having a vested interest in OCLA and VA programs and operations under Assistant Secretary's area of responsibility.

You may qualify based on your experience and/or education as described below:
For the GS-11 level:
A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree or LL.M, if related. This education must have been obtained in a college or university for which a bachelor's degree or higher is a prerequisite. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience include updates electronic calendar and scheduling meetings, conference rooms, and transportation as needed for senior leaders. Answers incoming telephone calls, greets visitors, and obtains information pertinent to the calls and visits. Discriminates between appointments, briefings and meetings that require personal attention and those that can be referred to appropriate personnel. Reviews, analyzes, and controls all executive level correspondence received in the office. Maintains daily and long-range calendars. Attends high level sensitive meetings with senior leaders or designee and provides an executive summary of the key points impacting the organization. Participates in study groups to assist in planning and development of operations and policies for the agency.

For the GS-12 level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes represents agency in interagency activities such as conferences or inter-governmental study groups in planning and development of government-wide and interagency joint operations and policies. Attends high level sensitive meetings with senior leaders or designee and provides an executive summary of the key points impacting the organization. Tracks all high-level strategic actions tasked by senior leaders to the staff and ensures actions are completed timely. Receives requests, inquiries, and comments regarding organization high visibility initiatives. Responds to request for published materials and matters of sensitive concern.
